About this opportunity

The 173d Fighter Wing at Kingsley Field, Oregon, operated by the Department of the Army Oregon Army National Guard, is conducting market research to identify capable contractors for comprehensive construction services. The Government seeks vendors with demonstrated ability and experience across a full range of construction disciplines, including building and commercial construction, pavements, utilities, site preparation, renovation, HVAC, plumbing, roofing, design-build services, construction administration, and inspection work. This is a pre-solicitation notice requesting information on contractor availability and capabilities; it is not a formal solicitation and carries no obligation for the Government to procure services. Interested contractors must submit a response package by March 31, 2026, consisting of a completed Sources Sought Cover Sheet and a single-page overview of relevant capabilities and projects completed within the past five years, with total submissions not exceeding two pages. Submissions should be emailed to the designated contracting officer contacts, and evaluation will be based on demonstrated experience with federal construction contracts encompassing multiple specialties and relevant project history. A formal solicitation will be posted separately at a future date once the market research is complete.

This procurement opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business concerns. The contract will be structured as an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) with a five-year period of performance for construction services within the state of Oregon. No specific award values or budget ranges are provided in this pre-solicitation notice, as the Government is in the preliminary market research phase. The MATOC structure allows for multiple awards and flexible task ordering based on the Government's needs throughout the five-year contract period. Respondents to this market research inquiry should note that information submitted is strictly voluntary, provided at no cost to the Government, and given with no expectation of compensation. Contractors are encouraged to monitor for the formal solicitation announcement, which will contain complete contract terms, detailed requirements, and specific evaluation criteria.
