About this opportunity

NASA Shared Services Center seeks quotes for 170 composite cylinders for Kennedy Space Center SCAPE Operations, with quotes due November 4, 2026 at 2:30 p.m. Central Time. The procurement is a Total Small Business set-aside, issued as a firm fixed-price Brand Name or Equal To RFQ, and award goes to the lowest-priced technically acceptable offer, with quotes not deemed technically acceptable removed from consideration.

Delivery is FOB Destination to NASA/Kennedy Space Center Central Supply, Building M6-0744, Orlando, Florida 32899, and all anticipated shipping costs must be included in the quoted price. The cylinders replace inventory reaching end-of-service in 2027 under DOT-SP 10915, which prohibits use beyond 15 years from manufacture date. Each cylinder must be a 30-minute/4500 psig unit with a maximum volume of 45 cubic feet and a maximum empty weight of 6 pounds 9 ounces. Required construction is carbon fiber full-wrap with an aluminum alloy inner shell, a CGA 347 fill port with relief device (burst disc), and a pressure gauge in the valve assembly. Soft goods and seals must be cleaned per CGA-4.1 or ASTM G-93 with a certificate of conformance, cylinders must be prepared per CGA G-7.1, manufactured within six months of delivery, shipped unfilled, and arrive free of defects or composite damage.

The Government's Q&A states that part number 10128099-SP, configured as 45 cubic feet, 30-minute, 4500 psi, and delivered empty, satisfies the Statement of Work, and that Sections 2.1 through 2.15 control any part-number mismatch. A functionally equivalent cylinder under a different manufacturer part number is acceptable if the offeror demonstrates equivalence and confirms empty delivery per Sections 2.2 and 2.15.
