About this file
This is a Request for Proposal (RFP) for the procurement of SCAPE (Self-Contained Atmospheric Protective Ensemble) ventilator cylinders for NASA's Kennedy Space Center. The procurement requires 170 carbon composite cylinders (Part Number 10128099-SP) to replace existing inventory that will reach end-of-service in 2027 in compliance with DOT-SP 10915 regulations, which prohibit use beyond 15 years from manufacture date. Each cylinder must be a 30-minute/4500 psig unit with a maximum volume of 45 cubic feet and weigh no more than 6 pounds 9 ounces when empty.
The cylinders must meet specific technical requirements including DOT-SP 10915 manufacturing compliance, carbon fiber full-wrap construction with aluminum alloy inner shell, a CGA 347 fill port with relief device (burst disc), and incorporation of a pressure gauge in the valve assembly. All soft goods and seals must be cleaned per industry standard CGA-4.1 or ASTM G-93 with a certificate of conformance submitted to demonstrate compliance. Cylinders must be prepared per CGA G-7.1, manufactured within six months of delivery to maximize service life, shipped unfilled, and arrive free of any defects or composite damage. Delivery is to be made to NASA/Kennedy Space Center, Central Supply, Building M6-0744, Orlando, Florida 32899.
