About this opportunity
The Bureau of Land Management's Grand Junction Field Office seeks a contractor to perform manual hazardous fuels reduction across a 101-acre treatment unit near Grand Junction, Colorado, with proposals due September 2 at 0900 MDT and questions due August 25. The procurement is a Total Small Business Set-Aside restricted to firms under NAICS 115310 (size standard $34 million).
Work encompasses cutting, slashing, limbing, and hand-piling Gambel Oak, Service berry, Pinyon, Juniper, and mixed mountain shrub species across the designated area approximately 12 miles southwest of Grand Junction. The contractor must furnish all labor, equipment, supervision, vehicles, materials, and incidentals. Place of performance is Garfield and Mesa Counties, Colorado. The period of performance runs September 15, 2026, through December 1, 2026, with work to commence within 10 days of Notice to Proceed and completion required within 75 calendar days.
Hand piles must meet specific dimensions: 6 feet diameter by 5 feet minimum height; 8 feet diameter by 8 feet maximum height. Deliverables include electronic pile inventory records and GPS-measured treatment completion. Per Amendment 0002 (effective August 27), only slash piles are acceptable for hazardous fuels removal; alternatives such as chipping or masticator use are rejected.
The contract uses FAR Part 12 commercial services procedures with Lowest Price Technically Acceptable award methodology. Pricing is firm-fixed price on a per-acre basis for the 101-acre unit. Offerors must be SAM-registered, demonstrate past performance on similar forestry or fuels reduction contracts, and comply with Service Contract Act wage determination requirements. Technical proposals must address approach, schedule, staffing, supervision, and equipment. No work is permitted May 15 through July 15 due to migratory bird protection requirements. Additional compliance areas include environmental protections, cultural resource preservation, noxious weed control, hazardous materials handling, and fire prevention.
