USDA-ARS, Aberdeen, ID, has a requirement for a 150 kW Diesel Generator. This is a solicitation for construction, Solicitation Number: AG-0202-S-15-0010 and is being issued as a Request for Proposal (RFP). Firm fixed price proposals are requested. The associated North American Industrial Classification System (NAICS) code for this procurement is 238210 with a small business size standard of $14.0 million. The estimated price is between $25,000 and $100,000.
Proposal shall include costs for performing any act or operation which may be necessary to properly install the generator according to manufacturer's recommendations and Industry Standards. Contractor shall provide all equipment, labor, materials, supervision, parts, supplies and incidentals necessary to accomplish the installation. Proposal shall include costs for contractor to dispose of existing 80 kW generator and existing transfer switch. See attached Statement of Work for full details of requirement. Brand name or equal. Contractor is responsible for verifying site conditions, obtaining accurate measurement of existing conditions, and performing any act or operation which may be necessary to properly complete the work as depicted and specified. USDA-ARS is Tax Exempt. Vendor must be SAM.gov registered at http://www.sam.gov before award. The attached Wage Determination Number: ID150021 07/03/2015 ID21 is applicable. Period of performance is 120 days. Evaluation criteria will include and is not limited to contractor past performance, adherence to specifications and timeliness of work. Award will be made on the basis of price and other factors, to the responsive and responsible offeror whose response is most advantageous to the government, after price and other factors have been considered. Construction Clauses are attached.
The USDA is requesting that schedule contractors extend additional discounts to the USDA when making responses to this RFP. GSA contract schedule holders are able to offer one-time discounts from established Schedule contracts. Schedule contractors can give one buying member a discount without passing the discount on to the entire federal government. In essence, this provision allows the contractor to offer and the government to avail itself of spot pricing in the commercial market. Due to the complexity of this we may not have funds available to support this project.
