1.0 Scope of Service

Provide all materials and labor to install a 150kW generator used for backup power in a greenhouse complex located in Aberdeen, Idaho. Bid shall include removal of an 80 kW generator, existing transfer switch and installation of all electrical wiring.

1.1 Provide and install a 120/208 V, 3 Phase, 4 wire, 150kw diesel generator (Kohler model 150REOZJF or equivalent) with following accessories:

1.1.1 Sound attenuated enclosure for outdoor location.

1.1.2 500 gallon or greater sub-base diesel fuel tank.

1.1.3 Dec3000 Controller.

1.1.4 Any additional fuel lines.

1.1.5 120 volt block heater.

1.1.6 400 amp line circuit breaker.

1.1.7 Float/equalizing battery charger.

1.1.8 Batteries, racks and cables.

1.1.9 RSA III, Remote annunciator.

1.2 Provide and install a 120/208 V, 3 Phase 3 Pole, 4 wire standard transition automatic transfer switch (Kohler model KSS-DMTC or equivalent) with accessories:

1.2.1 Nema 3R enclosure.

2.0 Project Requirements

Contractor shall be responsible for verifying site conditions, obtaining accurate measurements of existing conditions, level and accurate installation of equipment, and performing any act or operation which may be necessary to properly replace the system.

2.1 Contractor is responsible for freight costs for delivery of equipment, off-loading and placement of generator at job site.

2.2 Provide and install all electrical wiring from generator to facility main panel (approximately 50 feet) including:

2.2.1 All required size wire, conduit and anchoring.

2.2.2 400 amps disconnect from panel to transfer switch.

2.2.3 Outdoor generator service rated disconnect if required.

2.2.4 Compliance with National Electrical Code, IFC, and state and local fire codes.

2.3 Provide all fuel, fuel piping, connections and antifreeze:

2.3.1 Provide fuel with winter additives for testing and final fill.

2.3.2 Provide antifreeze in cooling system adequate for location.

2.4 Provide start up, testing and warranty validation for generator and transfer switch:

2.4.1 Provide all recommended field testing.

2.4.2 Provide training at start up.

3.0 Bio based Products

In the performance of this contract, the contractor shall make maximum use of bio based products that are United States Department of Agriculture (USDA) designated items unless

(1) The product cannot be acquired

(i) Competitively within a time frame providing for compliance with the contract performance schedule;

(ii) Meeting contract performance requirements; or

(iii) At a reasonable price.

(2) The product is to be used in an application covered by a USDA categorical exemption (see 7 CFR 3201.3(e)). For example, all USDA-designated items are exempt from the preferred procurement requirement for the following:

(i) Spacecraft system and launch support equipment.

(ii) Military equipment, i.e., a product or system designed or procured for combat or combat-related missions.

(b) Information about this requirement and these products is available at http://www.biopreferred.gov.

(c) In the performance of this contract, the Contractor shall

(1) Report to http://www.sam.gov, with a copy to the Contracting Officer, on the product types and dollar value of any USDA-designated bio based products purchased by the Contractor during the previous Government fiscal year, between October 1 and September 30; and

(2) Submit this report no later than

(i) October 31 of each year during contract performance.

4.0 General Requirements

It shall be the responsibility of the Contractor to complete work in accordance with the manufacturer’s recommendations and Industry Standards. Additional procedures and materials may be required than is indicated herein. If any item specified herein conflicts with applicable codes and recommendations, the Contractor shall bring it to the attention of the Contracting Officer for immediate resolution.

4.1Provide submittals in the form of manufacturer’s descriptive literature for all products and materials. All descriptive literature shall be highlighted if necessary to identify the products proposed for this project.
4.2Work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor.
4.3Contractor shall protect the work, the site, and all existing property and structures within the limit of construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR.
4.4Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. Contractor shall furnish, erect, and maintain barricades, warning signs, guards, or take other precautions as may be required for protection and security.
4.5Temporary utilities may be furnished to the Contractor by the Government, if available and, if requested. The Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through its own negligence.
4.6Contractor shall provide three working days’ notice to COR for any power or utility shutdown during construction.
4.7The construction site shall be kept clean and free of debris at all times. Upon completion of project, and prior to final inspection, the Contractor shall remove from the premises all unused materials, trash, and debris resulting from the work to the satisfaction of the COR.
4.8Submit data concerning the standard one year warranty for workmanship, including the warranty period (dates), and all product warranty contracts with names and telephone numbers.
4.9Contractor shall submit two sets of O&M manuals.

5.0 Project Schedule

5.1120 calendar days from notice to proceed.
5.2This project has the potential of impacting research; therefore coordination of outages (if any) is essential.
5.3In case of a conflict with research, Contractor shall reschedule.
