About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking incineration services for classified materials through a 5-year Blanket Purchase Agreement. The contractor must perform burn services at their own facility for large classified materials including F-22/F-35 plastic canopy sheets, HexWeb fiberglass honeycomb, DuPont Kapton tape, and classified IT components such as hard drives and motherboards. A Government Security Representative (GSR) must witness all incineration activities, and the contractor must maintain positive control of materials throughout the process while complying with Department of Defense directives on information security. The contractor is required to provide material labels for containers prior to transport and issue a Certificate of Disposal within 3 business days of completion. The solicitation was posted on September 9, 2025, with proposals due by October 7, 2025.
This procurement does not include any set-aside designations and is unrestricted, with Clean Harbors identified as the sole source contractor based on a Single Source Justification that confirms they are the only facility in the local area authorized by the Office of Special Investigations to perform classified material incineration. The BPA has a total ceiling value of $180,000 over the 5-year period, with individual call orders limited to $2,500 unless approved for increase. Four authorized Air Force personnel from the 309 CMXG/AMXG units are designated to place calls against the agreement: Tracy Warner, Patric Jensen, Jason Ross, and Rachael Flinders. The services will be performed at the contractor's facility with materials transported from Hill Air Force Base, Utah, and all containers must be no larger than 85 gallons with appropriate profiling by content type.
