About this opportunity
The North Carolina Army National Guard seeks procurement of a Powered Paragliding Flight and Sustainment System through a small business set-aside, with proposals due July 31, 2026 at 10:00 AM EST. This is a firm fixed-price acquisition under FAR Part 12 for commercial products and services; the posting has been amended to extend the original July 24 deadline and to add technical specifications for primary flight canopies and a reserve parachute that were not included in the initial release.
Place of performance is New London, North Carolina. The NAICS code is 336411 (Aircraft Manufacturing) with a 1,500-employee size standard. Wage Determination 2015-5897, Revision 4 applies.
The requirement consists of two rucksack/backpack powered flight systems, two sustainment and spare parts packages supporting 150 flight hours or one year of operational use, one basic flight operations training course (two students), and one maintenance technician training course (two students). Each powered paragliding system must include two distinct primary paraglider wings—one unburdened wing of 23–25 square meters and one heavy payload wing of 26–28 square meters certified to lift an 80-pound integrated rucksack—an approximately 185cc power unit optimized for 8,000–10,000 foot altitude operations, adjustable harness with spine protection, hour/RPM tracking and engine temperature instrumentation, extended-capacity fuel tank for 30–100 mile range, steerable reserve parachute rated 170 kilogram minimum, and water flotation with automatic deployment. Both wings must be manufactured in solid, muted tactical color (grey, olive drab, or coyote brown) with no large high-visibility commercial logos on externally visible components during flight operations.
Flight training must cover PPG 1 & 2 standards, heavy payload flights, VFR ground school, cross-country navigation including 100-mile self-sustained flight, STOL techniques, glider and tactical formation flying, emergency procedures, and night operations with Night Vision Goggles. Maintenance training must certify personnel for organizational-level maintenance and repair.
Offerors must be registered and active in SAM.gov at submission and award. Past performance evaluation is Pass/Fail, requiring documentation of at least three similar powered paragliding or aerial mobility systems delivered to military, federal, or commercial clients within the last three years; those without qualifying recent past performance receive a neutral Pass rating. Award will be made to the responsible offeror representing best value using streamlined comparative trade-off evaluation of technical proposals and price. FOB Destination is mandatory; only electronic funds transfer payment by SAM is accepted. Funds are not presently available; the government reserves the right to cancel the solicitation without obligation.

Update #3 · Latest ·
The purpose of this amendment is to add the following to the technical proposal section of the attached FAR Part 12 Synopsitation:
Primary Flight Canopies (Paragliders):
The system must include two (2) distinct primary paraglider wings per set to support varied operational weight profiles:
- Unburdened/Agile Wing: One (1) wing sized approximately 23 to 25 square meters, optimized for standard operator weight without heavy payloads ("slick" flight).
- Heavy Payload Wing: One (1) wing of a larger size, approximately 26 to 28 square meters, certified to safely lift, maneuver, and land the operator plus a minimum 80 lb integrated rucksack payload.
- Visual Signature: Both wings must be manufactured in a solid, muted tactical color (e.g., grey, olive drab, or coyote brown) and feature no large, high-visibility commercial logos.
"Tactical color and low-visibility logo requirements apply only to components externally visible during standard flight operations (e.g., primary glider canopy, harness, and motor frame). These visual requirements do not apply to internal emergency equipment, such as the reserve parachute canopy."
