About this opportunity
The Department of the Army National Guard seeks procurement of two oil-injected rotary screw air compressors with installation and commissioning services, with proposals due September 3, 2026 and questions accepted until September 1, 2026 at noon EST. This is a Total Small Business Set-aside under NAICS 333912.
Place of performance is Building 407 Maintenance Hangar at the 130th Airlift Wing in Charleston, West Virginia. The requirement is evaluated on a lowest-price-technically-acceptable basis.
Scope includes four line items: two compressors rated minimum 140.7 ACFM at 115 PSI with 30 HP premium efficiency motors (91.7% minimum) and 240-gallon ASME-rated vertical tanks rated for 200 PSI minimum; one refrigerated dryer system achieving ISO 8573-1 Class 2 air quality with 38F pressure dew point and staged filtration capable of supporting simultaneous operation of both compressors; installation and commissioning services by licensed professionals; and removal and disposal of existing air compressor and dryer equipment. All equipment must meet 460–480V, 3-phase, 60 Hz operation, noise levels not exceeding 71 dB(A), PC-based microprocessor controllers with RFID-secured interfaces, and zero-loss electronic drains. Physical constraints include a 50-inch doorway width and 93-inch ceiling height in the installation space.
Delivery is required within 45 calendar days after award. Small-business primes may subcontract removal and installation work to qualified firms while retaining full responsibility to the government. No nonmanufacturer-rule waiver is required; compressors may be manufactured by large businesses. Contractors must provide employee names, dates of birth, and citizenship information for base access. The 130th Civil Engineering Squadron will provide plumbing and electrical hookups for the second compressor. Quotations are submitted via email to TSgt Jorden McCormick and Lt Col Sam Stuck.
