About this file
This is a Question and Answer document for a federal contract opportunity (W50S9J-26-Q-0003) issued by the 130th Airlift Wing Contracting Office for the procurement of air compressors and related equipment. The document addresses eight clarifying questions submitted by potential contractors regarding procurement requirements and procedures.
Key procurement details include that small-business primes may supply the compressors and subcontract removal and installation work to qualified local firms, though the prime contractor remains solely responsible to the government. No nonmanufacturer-rule waiver is required, and compressors may be manufactured by large businesses. A site visit is not mandatory, and no government-specified West Virginia contractor licenses, bonding, or insurance limits are required; however, manufacturers' warranty requirements for certified or licensed personnel must be followed. For base access, contractors must provide employee names, dates of birth, and citizenship information. Quotes must be submitted by email to jorden.mccormick@us.af.mil and samuel.stuck@us.af.mil with no deadline for submitting questions, though responses may require 24 to 48 hours. The 130th Civil Engineering Squadron will provide plumbing and electrical hookups for the second compressor. A single refrigerated air dryer rated for 300 CFM simultaneous operation of both compressors is acceptable and requires 230V power.

Question and Answer W50S9J-26-Q-0003
Air Compressor
1. May a small-business prime supply the compressors and subcontract the removal and installation to a qualified local firm?
• Yes. However, the 130th AW Contracting Office will only interact with the prime contractor and hold the prime contractor responsible for the removal and installation processes.
2. Does a nonmanufacturer-rule waiver apply, or must the compressors be manufactured by a qualifying small business?
• No waiver required. Product can be manufactured by a large business.
3. Is a site visit mandatory?
• No.
4. Are any specific West Virginia contractor licenses, bonding, insurance limits, or base-access credentials required?
• No government required licenses, bonding, or insurance limits. If the manufacturer of the equipment requires certified or licensed individuals for a warranty to be valid then those rules must be followed.
• For base access, the contractor will provide employee name, date of birth, and citizenship to gain access.
5. Please confirm the required quote submission method and whether there is a separate questions deadline.
• Quotes are to be emailed to jorden.mccormick@us.af.mil and samuel.stuck@us.af.mil.
• No deadline for questions. However, answers may need lead time for the response. Lead time could take up to 24 to 48 hours for a response.
6. Can one air dryer be installed if sized for simultaneous operation of both compressors?
• Yes, if sized correctly.
7. Are you installing another disconnect to accommodate a second compressor?
• 130th Civil Engineering Squadron will provide hookups for plumbing and electricity for the second compressor.
8. Are you able to advise the voltage requirement for the refrigerated dryer?
• A single Dryer that can handle 300CFM will be 230V.
