About this opportunity

The Department of Veterans Affairs (VA), specifically the Great Lakes Acquisition Center, Network Contracting Office 12, has issued a Special Notice for a sole source, firm-fixed price contract with Trijicon Inc. The notice pertains to a procurement for the Edward J. Hines, JR. VA Hospital, seeking specific red dot sights and related equipment. The contract will be awarded under Federal Acquisition Regulation (FAR) 8.405-6(b), which allows for items peculiar to one manufacturer when no other supplies or services will satisfy agency requirements. The procurement falls under the North America Classification Systems (NAICS) Code 332994, with a small business size standard of 1,000 employees. The VA believes Trijicon is the sole manufacturer capable of meeting their specific equipment needs.

The primary objective of this Special Notice is to publicize the VA's intent to award a non-competitive contract to Trijicon Inc. for optical sighting equipment. Interested parties are invited to submit written responses demonstrating their ability to meet the requirement by 9:00am CST on May 15, 2025, to Jennifer.Dorr@va.gov. The contract includes 85 Trijicon RCR Adjustable LED 3.25 MOA Red Dot sights, 170 RCR Capstone Mounting Screws for Sig P320, and 1 RCR Torque Tool. While the notice is not a request for competitive proposals, contractors can provide supporting evidence to potentially challenge the sole source determination. The government retains full discretion in determining whether to compete the proposed acquisition based on the responses received. Any response must provide clear and convincing evidence that competition would be advantageous to the government in future procurements.
