About this opportunity
The Department of Agriculture Agricultural Research Service seeks one unit of a high-resolution accurate-mass liquid chromatography-mass spectrometry (HR-HRAM LC-MS) system via Request for Quotation, with proposals due August 19, 2026. The procurement is unrestricted; all responsible sources may quote.
Place of performance is the Hagerman Fish Culture Experiment Station in Hagerman, Idaho, with delivery required by October 30, 2026. NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing) with a 1,000-employee size standard; PSC is 6640 (Laboratory Equipment and Supplies).
The system must support untargeted and targeted analysis of small molecules, including lipids and metabolites, in aquaculture feed ingredients and fish tissues. Technical specifications require a high-resolution, accurate-mass instrument capable of achieving a resolving power of at least 100,000 FWHM at m/z 200 with mass accuracy ±1 ppm RMS over 12 hours using external calibration. The system must support scan rates of at least 10 Hz while maintaining 60,000 FWHM resolution, perform controlled collision-induced dissociation and in-source fragmentation, and include an electrospray ionization source operable in both positive and negative ion modes without manual reconfiguration. The liquid chromatography component must be binary or quaternary UHPLC capable of pressures up to at least 1,000 bar, with a temperature-controlled autosampler supporting sample vials and optional 96-well plates. The integrated software platform must provide dedicated workflows for untargeted metabolomics and lipidomics with automated peak detection, deconvolution, retention time alignment, multivariate statistical analysis, and compound identification through accurate mass and library searching. Installation and training require on-site verification by a factory-certified engineer and 3–5 days of on-site user training.
The award is firm-fixed-price with a single award anticipated. Evaluation follows FAR 12.203 based on technical approach, price, and past performance. The procurement is subject to FAR Clauses 52.225-5 (Trade Agreements) and 52.225-6 (Trade Agreements Certificate). Questions are due August 11 at 1:00 PM Mountain Time; contact Theodore Blume at theodore.blume@usda.gov or 850-819-8885.
