About this opportunity

The U.S. Coast Guard Surface Forces Logistics Center Norfolk has issued a Notice of Intent to Award for a NAVSEA Basic Paint Inspector (NBPI) Course training for the USCGC ACTIVE. This Special Notice, posted on July 19, 2025, is designated as a Total Small Business set-aside opportunity under the Department of Homeland Security's Coast Guard operations. The notice indicates the government's intent to award to a company claiming sole source capability for providing specialized marine coating and quality inspection training. The training is scheduled to take place from August 25-29, 2025, in Port Angeles, Washington, and will serve 10 crew members preparing for the vessel's FY26 Dry Dock Availability. The government has identified this as market research rather than a formal Request for Quote, with responses used for informational and planning purposes.

The primary purpose of this Special Notice is to inform potential contractors of the government's intent to award while gathering market intelligence on companies capable of delivering equivalent training to the AMPP NAVSEA Basic Paint Inspector Course. Interested parties must submit detailed responses by 9:00 AM Eastern Standard Time on Friday, July 25, 2025, including company information such as CAGE code, UEI number, business size classification, contact details, and documentation demonstrating equivalent training capabilities. The government specifically prohibits pricing information in responses and requires companies to provide details on their ability to handle classified information if applicable. Eligible contractors must demonstrate capability in marine coating and quality inspection practices training, with the government reserving the right to ask follow-up clarifying questions based on proprietary information submitted. The attached documentation indicates AMPP has been identified as the sole source provider, though the government is conducting this market research to verify if other qualified sources exist.
