The contractor must manufacture and deliver these shell bodies using United States Government Technical Data Packages in accordance with the Statement of Work and provide all necessary labor, materials, supplies, services, facilities, and equipment. The government intends to award up to two five-year Firm-Fixed-Price Indefinite-Delivery Indefinite-Quantity contracts utilizing a Best Value Trade-off competitive approach that evaluates technical capability, past performance, small business participation, and pricing. Competition is limited to the National Technology and Industrial Base, which includes the United States, United Kingdom, Australia, and Canada, under FAR 6.302-3 to maintain industrial mobilization capabilities. The proposal submission deadline is July 28, 2025, at 9:00 AM EST, with contract award anticipated for September 2025.

While there is no general set-aside designation, one of the two planned contract awards is specifically reserved for small businesses. The solicitation does not identify any incumbent contractors or current providers for these shell bodies. The government guarantees a minimum of $6,000,000 to each awardee, with a maximum total contract value of $333,935,744 across both awards based on Fiscal Year 2025-2029 budgeted requirements and potentially subsequent fiscal years within the five-year contract period. Historical production averages indicate approximately 120,000 Full Range Practice Cartridges, 65,000 High Explosive shells, 9,000 Illuminating shells, and 18,000 Smoke shells per year, with delivery orders anticipated to be placed annually and a 270-day First Article delivery requirement.
