24. Q: On drawing 13061385, note 2 says “place rear threaded protector cap securely over exterior surface of bag.” Is there a drawing or a specification for this?

A: No, there is no drawing or specification for this part. It is open to how an offeror wants it designed as long as it can cover the rear threads with the VCI bag over them.

25. Q: Drawing 12901167 (Extractor, Cartridge Assembly) – Is this required as a deliverable, or provided for reference only?

A: Provided as reference only. All 120mm configurations have the extraction holes as part of the TDP. The drawing is provided for reference to show how the extractor would engage with those holes.

26. Q: Drawing 12983039 (Body, Bushing) – Is this a deliverable, or provided for reference only?

A: Provided as reference only. The body bushing is pressed into the counterbore (Detail A of Dwg. 12957020), but is procured separately from this solicitation.

27. Q: Section L.3.2.(iii) Volume III Small Business Participation, (1) (page 112) states, “Percentages are calculated using proposed total contract price as calculated in accordance with D.5.b.iv This price becomes the denominator and include first-tier subcontractors only. For the purpose of evaluating Small Business Participation, the total contract price is computed by summing the weighted evaluated prices for Initial FAT, Subsequent FAT and the Production CLINs, computed from the prices proposed in Attachment 0002.” Questions:

a. We are unable to locate the referenced “D.5.b.iv”. Is there a “D.5.b.iv” we should be examining, and if so where?

b. We are unable to locate the “weighting” to be used in the evaluated prices. Are all ATTACHMENT 002 line items to be treated equally, by summing of each line’s Quantity x Price?

A: a. This should state Section L Volume IV, “Price”.

b. The Government does not provide the weightings as they are used to develop the total evaluated price.

28. Q: I was unable to locate CDRLs in the PIEE system. Has it been uploaded, and I am overlooking this document?

A: In the PIEE system, under Update/Notice, please click on the Notice ID W15QKN25R0040. This will take you to the original posting where all attachments including the CDRLs can be accessed.

29. Q: In order to offer the best possible unit price in line with production capacity capabilities, will the Government consider revising FAR 52.216-19 Order Limitations so the Contractor(s) is (are) not obligated to honor orders within an ordering period that, when added together, total more than 336,00 units per ordering period?

A: Solicitation has been amended to update FAR clause 52.216-19.

30. Q: It appears this solicitation is just for the body tube? Will there be another in the future that includes the tail cones and the other parts?

A: Unlike some other mortar shell bodies (i.e., 60mm Illum and 81mm Illum and Smk), the 120mm bodies within this solicitation do not have separate Body Tube and Tail Cone designs.

31) Q: On the solicitation, CLIN 1001 covers the initial FAT for 120mm Bodies, and CLIN 1002 covers additional FAT for 120mm Bodies. The solicitation does not indicate the Body part number. The same is true for subsequent years. The price matrix for the FAT CLINS only shows two items for each ordering period. Shouldn’t there be five initial FAT CLINS and five additional FAT CLINS for each ordering period covering the five part numbers?

A: Offerors are requested to submit a single FAT CLIN price for the initial and additional FAT that would cover a FAT for each of the parts in the solicitation. An initial FAT would still need to be ordered for each part number.

32) Q: On the solicitation, CLIN 1003 is for the 120mm HE Shell Body, and it references assembly Pt.# 13061384. It states that “Contractor shall manufacture, assemble, inspect, package, and deliver the 120mm HE Cartridge Shell Body Assembly in accordance with Section C, SOW”. Note 2 of assembly drawing # 13061384 states that Adapter # 12577513-1 is to be assembled and hand tightened to Body #12953514. In the same note, there are alternate instructions for packaging both items separately. We also received Special Packaging Instructions # AM12577513 covering the packaging on Adapter # 12577513-1. Will the Bodies and Adapters be shipped separately or as an assembly?

A: The preferred method is the alternate method on the assembly drawing which is to ship separately.

33) Q: On the solicitation, CLIN 1004 is for the 120mm FRPC Shell Body, and it references assembly Pt.# 13061385. It states that “Contractor shall manufacture, assemble, inspect, package, and deliver the 120mm HE Cartridge Shell Body Assembly in accordance with Section C, SOW”. Note 2 of assembly drawing # 13061385 states that Adapter # 12577513-2 is to be assembled and hand tightened to Body #12957020-2. In the same note, there are alternate instructions for packaging both items separately. We also received Special Packaging Instructions # AM12577513 covering the packaging on Adapter # 12577513-2. Will the Bodies and Adapters be shipped separately or as an assembly?

A: The preferred method is the alternate method on the assembly drawing which is to ship separately.

34) Q: For the FRPC Body package, there is a drawing for Bushing Body #12983039 that appears to get pressed into the Body. However, it is not part of the 12957020 Body Assy. Are we making this part and assembling it? If so, we will need an assembly drawing.

A: Bushing Body Drawing provided for reference only and not included in the solicitation.

35) Q: For the 120mm Illumination round, we did not receive a drawing for the assembly of the Front Body # 12967865 & Rear Body # 12967864. Will they be shipped as two separate items and assembled at the load and pack plant?

A: That is correct. The parts are shipped separately and assembled together at the load facility.

36) Q: For the 120mm Illumination round, on Rear Body # 12967864, the drawing pictorially shows two holes that are positioned 180 degrees from each other on the 95.40 mm diameter (sheet 1 & 2). However, there are no dimensions shown for diameter, depth and location of these two holes. Are these two holes being drilled into the part? If so, we will need the diameter, depth and location of these two holes.

A: No, these holes are not drilled at this level. The holes are not marked properly but are reference only. Holes are drilled there at the loading facility.

37) Q: For the 120mm Smoke round, in area E6 on sheet 6 of drawing 12955347, it shows a surface finish requirement of 0.4 – 0.4 micrometers for the 24.46mm diameter. Is this an error, or does it apply to more than one diameter?

A: This appears to be an error. Surface finish requirement is 0.4 at the 24.46 diameter.

38) Q: We did not receive a drawing showing the packaging detail --- size of fiberboard box and partitions, and pieces per box.

A: Section D of the solicitation provides details for unitization requirements and recommendations. It is open to the offeror on how to package the items within guidance of those requirements.

39) Q: The Acquisition Strategy section of the Executive Summary included in Section A of the RFP states, “The Government is only obligated to award a minimum guarantee of $6,000,000 to each awardee.” The Proposal Submission section of the Executive Summary included in Section A of the RFP states, “The Government intends to issue the first delivery order for the contract minimum guarantee amount, and shall be awarded within 10 days of the base contract award.” How will the first delivery orders be awarded if offerors are proposing NTE pricing for Ordering Periods 1 – 5? Will there be a Contemplation Letter issued immediately upon award of the Base Contract for offerors to propose FFP unit pricing based on the anticipated award quantities?

A: That is correct. Contemplation Letters shall be issued along with the base award prior to Government execution. That way the initial Orders can go out with the fully executed Base Contract Award(s).

40) Q: Section H.1.0.a of the RFP outlines the process for Evaluation and Basis of Award for Future Delivery Orders. This section reads as though the Base Contract includes NTE pricing and offerors have the ability to propose prices lower than the NTE pricing for Contemplation Letters. However, Section B and the Pricing Matrix both reference Firm Fixed Price Unit Pricing. Is the USG soliciting FFP Unit Prices for each of the 5 Ordering Periods or is the USG soliciting NTE Unit Prices for each of the 5 Ordering Periods?

A: The Government will be soliciting NTE Unit Prices for each of the 5 ordering periods.

41) Q: Section M.3.2.5.1 and M.3.2.5.2 of the RFP outlines the evaluation approach for the Price Factor and how the USG will calculate the TEP using assigned weightings. The Price Matrix does not include the TEP calculation. Will the USG please provide the TEP calculation and the weightings that will be used for evaluation of the price factor?

A: The Total Evaluated Price calculation and weightings will not be provided.

42) Q: On drawing 12967864 (Body, Rear) for the Illumination round, there are holes shown on sheet 1 and sheet 2 that are not dimensioned. The holes are on the 95.4 dia, next to the groove shown in detail A.

A: See answer to Question 36 from earlier.

43) Q: MIL-DTl-32352 references a Reduced Thread Adapter, 10010095. We do not have a drawing for that, and it is not shown on the assembly DWG 13061385. Can you please provide clarity?

A: The reduced thread adapter is a configuration used on end item currently not in production. As such, that adapter variation is not a part of this solicitation activity.

44) Q: To provide the U.S. Army the best performance possible, will the Government consider replacing clause FAR 52.211-17 Delivery of Excessive Quantities in Section F with clause FAR 52.211-16 Variation in Quantity?

A: At this time the Government is keeping FAR 52.211-17 instead of FAR 52.211-16.
