About this opportunity
The Department of the Army National Guard is seeking a firm-fixed price contract for local telephone services and telecommunications circuit conversion for the 120th Airlift Wing (120 AW) Montana Air National Guard. The solicitation (W50S7L-25-Q-A001) requires replacing current local telecommunication and long-distance services from a low-speed time-division multiplexed (LSTDM) circuit to an emulated session initiation protocol (SIP) circuit. Contractors must provide a managed SIP circuit that supports 24/7/365 operations with 99.9% uptime and be capable of implementing the new system by April 1, 2025. The evaluation will be conducted using a two-step process: first assessing price, and then evaluating the lowest-priced quote for technical acceptability, specifically the ability to install the required infrastructure and have an operable telecommunications system. Interested vendors must submit quotes electronically by 1000 MDT on February 12, 2025, with questions due by 1000 MDT on February 5, 2025.
The solicitation is a full and open competition under NAICS code 517111 for Wired Telecommunications Carriers, with a size standard of 1,500 employees. The contract will be performed at Building 63, MTANG, located at 2800 Airport Ave B in Great Falls, Montana 59404. The performance period includes one base year with four option years, plus a one-month installation period. Contractors must provide 800 Direct-Inward-Dialing directory numbers in the 406-791 range and support Government Emergency Telecommunications Service (GETS) with E911 compatibility. The government reserves the right to evaluate quotes and award the contract without discussions, meaning vendors should submit their best terms from both price and technical perspectives. Additionally, the contract includes a FAR 52.217-8 option to extend services, which allows for potential six-month extensions throughout the contract's lifecycle.
