About this opportunity

The National Institute of Allergy and Infectious Diseases (NIAID), a component of the Department of Health and Human Services, intends to negotiate a sole source contract with Cytek Biosciences Inc. for 12-month service maintenance of a Cytek Aurora flow cytometer, with capability statements due October 18, 2026. The sole source is justified under 41 U.S.C. 3304(a)(1) on grounds that only one responsible source can satisfy the agency's requirements with no acceptable substitutes.

Place of performance is Bethesda, Maryland. The procurement supports the ongoing research project "Structure-Function Studies of the HIV-1 Envelope Glycoproteins" (ZIA AI001197-09), aimed at identifying effective protocols for HIV envelope protein production for vaccine use. The maintenance is time-sensitive because it involves patient samples and research experiments that began before January 20, 2025; delays risk compromising experimental integrity.

Required services include on-site flow cytometry maintenance, repair, preventive maintenance, hardware diagnostics, and emergency repairs to ensure optimal optical alignment, fluidics, and unmixing algorithms critical for T cell and B cell research utilizing 40+ marker panels to resolve dim and rare cell subsets. The contract will require two labor categories: Field Service Engineers (OEM factory-trained technicians) and Technical Applications Specialists (secondary support for remote or on-site assay optimization, scientific consultation, and troubleshooting). Performance period runs November 1, 2026 through October 31, 2027. The estimated contract value is $34 million. Award is expected within five days of notice closure. NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance; PSC is J066, Maint/Repair/Rebuild Of Equipment – Instruments and Laboratory Equipment.

NAICS – 811210

This is a Notice of Intent notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This critical procurement is to purchase Service maintenance for the Cytek Aurora flow cytometer. This is necessary purchasing for our ongoing research experiments that began before January 20, 2025, and are directly related to human healthcare as they are aimed at the identification of most effective protocols for production of HIV envelope protein for vaccine use. These items are for an ongoing project related to our active research project entitled “Structure-Function Studies of the HIV-1 Envelope Glycoproteins”(ZIA AI001197-09), whose scope is to elucidate the structure-function relations in the HIV-1 envelope. To ensure timely action on this project, the items in this procurement must be purchased because the materials are related to patient samples, and we risk compromising the entire experiment if they are not purchased in time.

This is a Notice of Intent; the National Institutes of Health (NIH) intends to negotiate a sole source contract for the maintenance agreement with: CYTEK BIOSCIENCES INC

The statutory authority for this sole source requirement is 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302.1(b)(1)(i) “Only One Responsible Source and No Other Supplies or Services will satisfy agency Requirements.”, no substitutions possible. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contract Opportunities, https://www.sam.gov.
