About this opportunity

The 115th Fighter Wing, Army National Guard, intends to solicit High Speed Roll Over (HSRO) BAK-14 arresting cable barrier arm assemblies and spares, with a sources sought response deadline of May 18, 2026. The procurement carries no set-aside.

Place of performance is Truax Field, Madison, Wisconsin, where the units will replace existing barrier arms on runways 3/21 and 18/36. The requirement encompasses 48 HSRO unit assemblies plus additional spare parts. The upgraded arms must be pneumatically actuated to integrate with the existing actuation system and must demonstrate tested capability to sustain repeated taxi speeds up to 75 knots—the maximum deceleration speed on the subject runways. The existing failure rate stems from aircraft taxiing at speeds of 25 knots or greater; the upgrade aims to reduce failure frequency. The proposed product must be compatible with the existing BAK-14 legacy assembly housing enclosure (P/N 9D01053-1) and delivered as a complete, fully functional drop-in replacement with all necessary mounting hardware, racks, cables, and components requiring no further modifications to the existing system. Offerors must provide documentation confirming tested performance at the specified taxi speeds.

Responses must include a positive statement of intent to bid as a prime contractor, a completed and signed Sources Sought Information Request Form (with CAGE code, Unique Entity ID, and SAM socio-economic status verification), confirmation of ability to comply with Nonmanufacturer Rules under FAR 52.219-33, and information demonstrating product conformance to minimum Purchase Description requirements. All four items are mandatory; responses omitting any element will be deemed nonresponsive.

PROCUREMENT DETAILS: The 115th Fighter Wing at Dane County Regional Airport -Truax Field, Madison, WI is conducting market research seeking capable sources for the procurement of BAK-14 High-speed Rollover (HSRO) Barrier Arm Assembly.

The BAK-14 is a retractable hook cable system designed to be used in conjunction with energy absorbers like the BAK-12 system. It allows the aircraft arresting cable to be lowered below the runway surface, making it ideal for joint-use airfields that accommodate both military and civilian aircraft. This acquisition is for the procurement of an improved HSRO BAK-14 system barrier arm to replace the legacy barrier arms, which are currently installed at Truax Field, Madison, WI 53704. These components are critical for ensuring the safety of flight operations for hook-equipped aircraft during emergency landings or aborted takeoffs.
