About this opportunity
The National Institute on Drug Abuse (NIDA), on behalf of the National Center for Advancing Translational Sciences (NCATS), is seeking to procure a 10x Genomics Chromium X Chromium Connect platform for single-cell research through a non-competitive solicitation. The procurement is specifically for a Chromium X & Accessory Kit, Chromium GEM-X Single Cell 3' Kit v4, Chromium GEM-X Single Cell 3' Chip Kit v4, and a Dual Index Kit, which will support the agency's Stem Cell Translation Laboratory's research into opioid addiction and pain treatments. The solicitation will evaluate quotes based on three primary factors: technical capability of the item, price, and past performance, with responses due by 9:00 AM Eastern Time on December 18, 2024. All offerors must have an active System for Award Management (SAM) registration and submit their response via email to the Contracting Officer, Mark McNally. The acquisition is being conducted under simplified acquisition procedures and is expected to result in a firm fixed-price purchase order.
The solicitation has no specific small business set-aside, and the associated NAICS code is 334516 with a small business size standard of 1,000 employees. The contract is exclusively with 10x Genomics, Inc. from Pleasanton, CA, who is considered the sole manufacturer of the required equipment and compatible reagents. Delivery is required by December 31, 2024, to the NIH/NCATS Division of Preclinical Innovation 3D Tissue Bioprinting Program Laboratory in Rockville, MD, with delivery being f.o.b. destination and all shipping costs included in the total price. The government will also accept a trade-in of an existing Chromium Connect instrument as part of the transaction. The anticipated award date is December 20, 2024, and the procurement is justified on the grounds of ensuring seamless continuity in the single-cell research conducted by NCATS, with a total anticipated purchase value implied to be for the specific instrument and accompanying research kits.
