About this opportunity

The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health is seeking a 12-month maintenance agreement for a Carterra LSA XT Throughput instrument used in monoclonal antibody research. The contract, classified under Electronic and Precision Equipment Repair and Maintenance, requires a Summit Level Service Contract that includes onsite service within 3 days, comprehensive travel/labor/parts coverage, one yearly preventative maintenance visit, software and firmware updates, and phone support. Interested vendors must submit a capability statement demonstrating their ability to service Carterra LSA XT instruments by 10:00 am EST on May 15, 2025, through the NIAID electronic Simplified Acquisition Submission System (eSASS). The agency is initially intending to negotiate on an Other Than Full and Open Competition basis directly with Carterra, Inc. from Salt Lake City, UT, under the statutory authority of 41 U.S.C. 1901(a)(1). Evaluation will focus on vendors' ability to provide required software/firmware updates and certification for servicing the specific instrument.

The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. The contract is targeted specifically for the Carterra LSA XT instrument with serial number 1021109609, located in Rockville, MD, and will cover the performance period from July 17, 2025 to July 16, 2026. While the notice suggests a potential sole-source procurement with Carterra, Inc., the agency is open to receiving capability statements from alternative providers. The instrument is critical for the Antibody Biology Unit's research in developing therapeutic monoclonal antibodies against influenza and other diseases, underscoring the importance of maintaining continuous operational capability. No specific award value or budget range is explicitly stated in the documents, but the contract will require monthly or quarterly invoicing in arrears. The procurement is classified under NAICS category 811210 for Electronic and Precision Equipment Repair and Maintenance, with a Product Service Code (PSC) of J066 for maintenance of laboratory equipment.
