About this opportunity

The Naval Air Warfare Center Training Systems Division (NAWCTSD) awarded a sole-source IDIQ to The Boeing Company on June 18, 2026, for P-8A aircrew and maintenance trainers, training systems, upgrades and modifications to existing P-8 trainers, associated non-commercial spares, support equipment, lab support services, technical manual updates, and on-site training, valued at $880 million with options bringing total potential value to $2.2 billion.

The ordering period extends 60 months from award with an option for an additional 60 months. Place of performance is Saint Louis, Missouri for Boeing, with NAWCTSD administrative oversight at Orlando, Florida. The award was made under FAR 6.103-1 on the basis that Boeing is the sole designer, developer, integrator, manufacturer, and supplier of P-8A systems and possesses exclusive engineering expertise and data rights required for concurrent training system development with Fleet aircraft modifications. Sustainment services and courseware may be covered as directed via Foreign Military Sales Letters of Offer and Acceptance. Orders will support training device acquisition and modifications for the United States Navy, Royal Australian Air Force, and other FMS customers. Training devices are grouped into flight training systems and maintenance training systems, including all required software and hardware for system and subsystem upgrades, production changes, and device retrofits.

Award Synopsis – The Naval Air Warfare Center Training Systems Division (NAWCTSD) located at 12211 Science Drive, Orlando, FL 32826, negotiated and awarded on 18 June 2026, on a sole source basis, an Indefinite Delivery Indefinite Quantity (IDIQ) vehicle for the acquisition of domestic and Foreign Military Sales (FMS) P-8A aircrew and maintenance trainers, training systems, upgrades and modifications to existing P-8 trainers and systems, and associated non-commercial spares, support equipment, lab support services, technical manual updates and on-site training with The Boeing Company, Saint Louis, MO, under the authority of Federal Acquisition Regulation (FAR) 6.103-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”  Sustainment services and courseware requirements may be covered under this vehicle as directed via FMS Letter of Offer and Acceptances (LOAs). The ordering period extends 60 months from contract award and may be extended up to an additional 60 months via options. The contract action is valued at $880M ($2.2B w/options).

NAWCTSD intends to issue orders under this vehicle to acquire new, or modify existing, P-8A training devices and associated systems for the USN, RAAF, and FMS customers. The training devices are grouped to include flight training systems and maintenance training systems. These training devices and associated systems will include all required software and hardware required to support all system and subsystem upgrades, production changes, and device retrofits.

As the current sole designer, developer, integrator, manufacturer and supplier of P-8A Systems and subsystems; hardware and software components, only Boeing possesses the requisite knowledge, engineering expertise, and data rights required to design, build, modify, upgrade and deliver P-8A aircrew and maintenance training systems to ensure concurrency with Fleet aircraft.  The training systems require concurrent incorporation of advanced and emerging technologies specific in design or application to the P-8A aircraft.  Boeing is the only contractor that can build and upgrade P-8A trainers concurrently with changes being made to the aircraft; because only Boeing has access to the requisite aircraft design data, aircraft specific software and simulated models during the design/development of the aircraft.  Lack of concurrent training and qualifications will negatively impact Fleet readiness, mission accomplishment and the Fleet's ability to use the capabilities safely.  Specifically, aircrews will not be proficient in procedures to effectively execute communications, weapons deployment and precision targeting, all of which are currently in high demand in theater.

Because the anticipated contracts under this vehicle require in-depth knowledge of the current trainer design and proprietary data rights, award to any other contractor would result in substantial duplication of costs to the Government that would not be recovered through competition. A competitive acquisition would introduce a new system to the field that may not be integrated and interoperable with the existing systems due to the restricted rights and limited data rights that resulted from the original competitive award.  This would require the Government to have two infrastructures in place for life cycle support or would require significant rework of the current design and development that would cost the Government additional Non-Recurring Engineering (NRE) effort for the development testing, and retrofit of existing training systems.  As the current sole designer, developer, integrator, manufacturer and supplier of aircrew training systems and hardware and software components that are common to the P-8A, only Boeing possesses the requisite knowledge, engineering expertise, and data rights of the design required to design, build, modify, upgrade and deliver P-8A training systems and to maximize the capabilities amongst the P-8A platforms to include common component acquisitions, modifications and upgrades.

This award synopsis announces the Government’s P-8A IDIQ vehicle award on a sole-source basis with Boeing.  Small businesses can inquire with the Boeing Small Business Liaison Officer, Mr. Keating Johns at keating.johns@boeing.com or 256-529-5629 for possible subcontracting opportunities.  Small businesses interested in subcontracting/supplier opportunities are also encouraged to notify the NAWCTSD Small Business Deputy at damion.m.bailey.civ@us.navy.mil.

This acquisition was procured on a sole source basis under statutory authority of 10 U.S.C. 2304 (a) (1) as implemented by the Federal Acquisition Regulation (FAR) 6.103-1 (only one responsible source and no other supplies or services will satisfy agency requirements). Matters pertaining to this notification may be directed to Anthony (Tony) McEntegart at 904-969-2235 or via email at anthony.a.mcentegart.civ@us.navy.mil.

Awarded contract N6134026D1006 to The Boeing Company for 2200000000.00 on 2026-06-18.
