About this opportunity

The Centers for Disease Control and Prevention intends to award a sole-source firm fixed price contract to West Virginia University, Inc. for services supporting coal miners' perspectives on black lung screening and low-dose computed tomography lung health monitoring, with responses due July 9, 2026. The procurement is justified under FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1), with an estimated value of $150,000.

Performance spans three years (base plus two one-year options) from July 15, 2026 through July 14, 2029, executed at the contractor's facilities and in Appalachian communities with up to 12 trips estimated. Work is performed nationwide but focuses on coal workers in Central Appalachia.

The contract requires mixed-methods research characterizing coal workers' beliefs and attitudes toward respiratory health screening. Year 1 deliverables include survey research with a minimum sample of 300 participants (150 active and 150 retired), IRB documentation, survey instruments, recruitment materials, and a comprehensive report with de-identified dataset. Year 2 emphasizes communication strategy development and message testing with approximately 20 coal workers and stakeholders. Year 3 involves real-world validation and toolkit development through partnership with a clinic or health system.

The contractor must demonstrate expertise in survey research, rural occupational population research, community partnerships in Central Appalachia, secure data management, and statistical analysis. Extensive IT security requirements mandate compliance with FISMA, NIST guidelines, data encryption, incident response protocols, and position sensitivity designations.

West Virginia University's CHATS Lab and LUCAS mobile lung cancer screening program provide the integrated capabilities—recruitment partnerships, mixed-methods research, theory-informed communication strategy development, and real-world message validation—that market research determined only WVU combines. Interested parties may submit quotations or proposals to dwb7@cdc.gov by 7:00 a.m. ET on July 9, 2026.
