AG Services - Kanapolis State Park
The Kansas Department of Wildlife and Parks, through the Department of Administration Procurement and Contracts office, is soliciting competitive bids for agricultural services consisting of a hay harvesting lease at Kanopolis State Park, located approximately 35 miles southwest of Salina in Osborne County. The procurement encompasses approximately 220 acres of prairie designated for hay harvesting in the Langley Point and Horsethief areas of the park. Haying operations must be conducted exclusively between June 25 and July 31 each year, Monday through Thursday only, with the successful bidder responsible for cutting, bailing, hauling, and removing all bales within seven days of bailing, while retaining 100 percent of the harvested hay. The park manager maintains authority to determine which specific areas will be hayed annually based on environmental conditions and habitat management needs. The Invitation for Bid (IFB) opened on April 10, 2026, with written questions due by close of business on April 24, 2026, and formal bids due by May 6, 2026, at 2:00 PM CST via electronic submission to Procurement@ks.gov or hand delivery. Award will be determined by competitive bidding based on the highest cash rent offered on a per-acre basis, with annual rent payments due by July 31. The contract term runs from award date through December 31, 2026, with three additional optional 36-month renewal periods available by mutual consent. Bidders must register as vendors with the State of Kansas prior to proposal submission and submit required certifications including a Tax Clearance Certificate from the Kansas Department of Revenue, immigration compliance certification, sexual harassment policy acknowledgment, Israel boycott certification, and procurement compliance certification. While no specific set-aside designations are mandated, bidders may claim applicable preferences including Disabled Veteran Owned Business, State Use Purchases, or Certified Business categories with appropriate supporting documentation. The State of Kansas encourages submission of information regarding anti-human trafficking policies or initiatives as part of bid responses. No bid guarantee is required, and pricing must remain firm for the entire contract period and any renewals. The State reserves the right to accept or reject any or all bid responses, waive minor deviations, and confirm the tax status of all potential contractors prior to purchase order release. Specific award values are not predetermined but will be established competitively through the bidding process based on per-acre rental rates offered by qualified bidders.
