PERFORMANCE WORK STATEMENT
Surveillance and Notification Systems Control
1. BACKGROUND
The Department of Homeland Security, Federal Emergency Management Agency (FEMA) has a requirement to install, maintain and inspect, and repair the electronic security systems and connect those systems to the existing FEMA Enterprise Security System. Some Security monitoring systems at remote locations are tied to the Central Monitoring System located at Mount Weather and other locations. The Central Monitoring System is an open architecture, Mastermind Monitoring System, manufactured by Monitoring Automation Systems. This system monitors all intrusion alarms and is NFPA rated for monitoring of fire alarms. Other Security systems may be monitored by Federal Protective Services (FPS), FEMA Security Command Center and in some cases by other monitoring facilities upon the COTR’s approval. The Voice Evacuation system is manufactured by General Electric (Edwards/EST) and is open architecture.
2. SCOPE
The Contractor shall provide technical support services to install, inspect and maintain, and repair surveillance and notification systems at the specified FEMA locations.
3. APPLICABLE DOCUMENTS
• NFPA 72: National Fire Alarm and Signaling Code (2010 Edition)
• Underwriters Laboratories (UL) Standard 2050
• DCID 6/9
4. REQUIREMENTS
TASK 1: PREVENTITIVE SYSTEM INSPECTION/ MAINTENANCE SERVICES
The contractor shall perform scheduled inspection and maintenance services on:
• Closed Circuit Television Systems (CCTV) and related equipment and components
• Intrusion Detection Systems (IDS)
• Wiring systems Cable and/or Fiber Optics, Low voltage Power limited wiring
• Voice Evacuation Systems
• Other surveillance and notification, devices and support services
Such services will include a visual inspection for proper placement and a physical test of each piece of equipment to prove proper functioning as recommended by the manufacturer. Following scheduled inspection and maintenance the contractor will submit a document verifying that it has been appropriately completed. The document must be signed by an on-site government employee and thereafter forwarded to the COTR for approval. All inspection services shall be performed during the principal period of maintenance, Monday through Friday, 8:00 AM to 4:30 PM. Following the scheduled inspection and maintenance, the contractor will notify the COTR of available upgrades for all systems. The contractor shall notify the COTR in writing after inspections if any installations of replacement parts or upgrades to currently installed systems are required. (See Task 2 for more detail)
Visual system inspection services shall be performed in accordance with the schedule set forth in Chapter 7 (Table 7-3.1- Visual Inspection Frequencies) of the NFPA 72, (most recent edition) and in accordance with Underwriters Laboratories (UL) Standard 2050 and DCID 6/9 (current or as superseded) where applicable.
The frequency of scheduled inspection and maintenance on all systems shall be performed annually, or more frequently, if noted below, or in the NFPA 72, Underwriters Laboratories, or DCID 6/9. Within thirty days (30) of contract award, or within thirty (30) days following the exercise of each option year, the contractor shall forward an inspection and maintenance services schedule to the COTR for approval.
For example, the Intrusion Detection Systems (IDS) will be inspected and tested once a year. This will consist of complete testing of all devices attached to the IDS. This shall include but not limited to, Door contacts, motion detectors, seismic detectors, glass break detectors, batteries (including load testing) keypads, sirens, enunciators, cabinet tamper switches, control panels, duress buttons, strobe lights, general inspection of wires and connections. The alarm monitoring company must verify all signals received when possible. Upon completion of the inspection and testing the contractor will be responsible to provide the site manager and the COTR with the results of the test. Any deficiencies will be corrected and noted. The FEMA site manager must be notified what day the inspection will take place to provide advanced warning to the employees, as well as to arrange escort for the contractor.
TASK 2: SYSTEM EMERGENCY REPAIR SERVICES
The contractor shall perform unscheduled system repair services on:
• Wiring systems Cable and/or Fiber Optics, Low voltage Power limited wiring
All costs for repairs, including repair parts, shall be included with the contractor’s charges for repairs. Upon completion of the effort that is associated with “on-call repairs”, the equipment must meet or exceed manufacturers’ standards and specifications. All replacement equipment must be new or in like new condition. After completion of the above tasks, the contractor shall furnish the COTR those components that required replacement and modify the Inspection Services schedule, if necessary.
Unless authorized by the COTR or Contracting Officer, all services repairs shall be completed within twenty-four (24) hours of the original request time. Additionally, the COTR may deem a repair an emergency situation, and a four (4) hour response shall be required. In the event the contractor is unable to provide the necessary repairs in the required 24 or 4 hour period, the COTR can document the contractor as having poor performance.
The Contractor shall have facilities and employees who are available to FEMA to provide four (4) hour on-call repair response to all locations identified in this PWS. All responsible offices must be located within close proximity to ensure this four (4) hour response requirement. On-call repairs shall be performed upon notification by FEMA to the Contractor that the equipment is inoperable or unsuitable for operation.
The Contractor shall maintain a 24-hour per day, seven day per week telephone contact or employ answering service for notification by FEMA of the need for on-call emergency repairs. The Contractor shall provide the Contracting Officer and COTR with the designated point of contact and telephone number for notification purposes when on-call emergency repairs are required.
TASK 3: INSTALLATION SERVICES
When deemed necessary by FEMA, the contractor shall perform installation services on:
• Wiring systems Cable and/or Fiber Optics, Low voltage Power limited wiring
All equipment installation will follow the manufacturer’s installation specifications or installation instructions. In cases where there are optional choices in the instructions to install a piece of equipment or a system, the contractor shall contact the COTR for direction. All work shall meet applicable local or state codes for installation or construction and be in accordance with the manufacturers installation instructions and applicable portions of the National Electrical Code (current edition); applicable NFPA standards; NBFA Alarm Installer disciplines for installations.
The contractor will be required, as needed; to notify COTR of available upgrades for all systems. The contractor then may be required to install replacements and upgrades to currently installed systems. These additions shall be fully compatible with the systems that are currently in place. The new equipment will, without modifications, communicate directly with the currently installed monitoring hardware and software. In the event equipment is to be replaced, it must meet the existing standards or the contractor must upgrade all associated equipment to ensure the system will remain functional.
Intrusion Detection Systems: IDS must be able to meet the UL 1076 and UL 2050 standard. The IDS must be installed to meet, local and National codes. IDS devices must be numbered either with a permanent marker or labels to indicate what point they are on the system. Currently FEMA is requiring all door contacts to be the BMS type with tamper plates, the only exceptions will be for overhead doors or upon direction of the COTR. All tampers must be used and must be a 24 hour point, this includes door contacts , motion detectors, keypads, glass break detectors, cabinet tampers and any other device attached to the IDS, unless otherwise directed by the COTR.
CCTV: All CCTV equipment must be installed to meet, local and National codes. DVR's will be used with a minimum storage capacity of 30 days based on the number of camera's. Resolution will be at the highest setting possible so as to allow clear viewing on playback. Record on motion will be set for all fixed camera's when possible to save hard drive space, unless otherwise directed by the COTR.
Currently FEMA is using Radionics/Bosch for the IDS systems, Panasonic for the CCTV systems and Cassi Russco for the access control systems. If the contractor feels this will not meet FEMA's needs they may address this with the COTR for final decision.
All new equipment installations must include training for the FEMA site security POC or his/her designee.
