About this file
This is a Sole-Source Determination Memo from the Oregon Department of Corrections (ODOC) for a Drone Scanner Pilot Project, dated June 26, 2025, with an estimated total contract value of $100,000. The project aims to enhance perimeter security by implementing an advanced drone detection and tracking system from Zing Drone Solutions, located in Saint Petersburg, FL. The Drone Scanner system will leverage AI-powered computer vision and RF analytics to identify, classify, and respond to unauthorized unmanned aerial vehicle (UAV) threats, providing more reliable real-time detection compared to current limited visual/radar technologies.
The sole-source procurement is justified as a pilot project to test hardware and software for developing a permanent drone scanning program. The system offers comprehensive features including risk management strategies like secure data encryption, false-positive filtering, and defined detection zones. Key technical capabilities include AI-driven computer vision, RF signal analysis, and machine learning models for drone activity detection. The technology is designed with privacy considerations, anonymizing data inputs and focusing on detecting hardware rather than people. ODOC intends to use the pilot results to inform a future Request for Proposal solicitation, with success measured by detection accuracy, reduced false alarms, fast incident response, and user satisfaction during real-world tests.

SOLE-SOURCE DETERMINATION MEMO
FOR SUPPLIES AND SERVICES
Date: June 26, 2025 Sole source number: S-29100-00014224
Estimated total contract value: $100,000.00
Description of goods or services: Zing Drone Detection Services
1. Background: This sole source justification applies to the purchase of:
The Oregon Department of Corrections’ (ODOC) is implementing a Drone Scanner pilot project (the “Project”) that aims to enhance perimeter security by automatically detecting and alerting staff of unauthorized drones. Currently, detection is inconsistent and relies on limited visual/radar tech; A Drone Scanner will provide more reliable, real-time solution.
Drone Scanners are advanced drone detection and tracking systems that leverage AI-powered computer vision and RF (Radio Frequency) analytics to identify, classify, and respond to unmanned aerial vehicle (UAV) threats. Drone Scanners combines real-time object recognition, trajectory prediction, and sensor fusion to provide comprehensive airspace awareness.
Other options included traditional radar systems and visual monitoring; , however, drone scanners stood out for its real-time response capabilities and accuracy using hybrid RF and vision-based detection. Drone Scanners provide the following features:
• Risk Management:
Risk strategies include secure data encryption, false-positive filtering, regular AI model updates, and operational safeguards like defined detection zones and escalation protocols.
• Technical Details:
Drone Scanners use a combination of AI-driven computer vision, RF signal analysis, and machine learning models to detect and classify drone activity.
• Data Sources:
Data includes live RF signals, visual camera feeds, and flight pattern data. This is considered sensitive operational data, managed under standard cybersecurity protocols.
• Privacy & Ethics:
Drone Scanners are designed to detect hardware, not people. It anonymizes all data inputs and uses only necessary technical identifiers to ensure ethical use and compliance with privacy laws.

• Human-Centered Design:
Operators and security staff are involved in pilot testing, providing direct feedback to improve usability, alert settings, and dashboard layout.
• Defining Success:
Success is measured by high detection accuracy, reduced false alarms, fast incident response, ease of integration, and user satisfaction during real-world tests.
2. Prospective contractor/vendor:
DOC will be contracting with the following vendor to complete a pilot program using Drone Scanners.
Legal entity name: Zing Drone Solutions Address: 433 Central Ave North Saint Petersburg, FL 33701
3. Written findings of fact (market research):
The findings below must include factual information supporting the determination that meet the sole source requirement in statute.
Pursuant to ORS 279B.075, Agency must conduct market research that supports the assertion that there is only one source that can provide the goods or services. Market research includes utilization of the internet, trade journals, agency vendor lists, professional organizations, studies, catalogs/industrial periodicals, vendor sources, yellow pages, etc.
Agency must select at least one of the findings and prepare the determination as it specifically relates to the good or service being procured. More than one finding can be addressed. The findings are as follows:
Pursuant to ORS 279B.075 (2)(a): Provide findings supporting the determination that the efficient utilization of existing goods requires the acquisition of compatible goods or services from only one source. Not applicable or Pursuant to ORS 279B.075 (2)(b): Provide findings supporting the determination that the goods or services required for the exchange of software or data with other public or private agencies are available from only one source. Not applicable or Pursuant to ORS 279B.075 (2)(c): Provide findings supporting the determination that the goods or services are for use in a pilot or an experimental project.
Notice #S-29100-00014224 Page 3 of 3
Agency intends to pilot hardware and software as part of ODOC’s requirements development stage for a permanent solution for a drone scanning program. If ODOC decides to move forward with the Project, the results of the pilot will be part of the Request for Proposal solicitation.
or Pursuant to ORS 279B.075 (2)(d): Any other findings that support the conclusion that the goods or services are available from only one source. Not applicable
