About this file

This is a Sole Source Notice of Intent to Award issued by the Oregon Department of Corrections (ODOC) for a Software as a Service (SAAS) drone detection system. The contract is with Zing Drone Solutions, located in Saint Petersburg, Florida, for the implementation of Airsight Drone Detection Services, an AI-powered perimeter security technology designed to identify, classify, and respond to unauthorized unmanned aerial vehicle (UAV) threats. The system utilizes computer vision and RF analytics capabilities to detect drone activities while maintaining privacy through data anonymization. The procurement is structured as a pilot project to evaluate the technology's effectiveness at ODOC facilities. The public notice was posted on June 27, 2025, with a protest deadline of July 4, 2025 (seven calendar days from the first publication date). This is not a competitive solicitation, and no proposals are being accepted from other vendors. Protests must be submitted in writing to the Designated Procurement Officer, Kimberly Mainwairing, at the ODOC Contracts & Procurement Office by 10:00 am Pacific Time on the deadline date, either by mail or email.

The estimated total contract value for this pilot project is $100,000, representing an initial investment to test drone detection capabilities and inform future procurement decisions. The technology will replace current limited visual and radar detection methods with a more comprehensive system featuring advanced features such as AI-driven computer vision, RF signal analysis, secure data encryption, false-positive filtering, and defined detection zones. Success metrics for the pilot include detection accuracy, reduced false alarms, rapid incident response, and user satisfaction during real-world testing. ODOC intends to use the pilot results to develop a business case for a future competitive Request for Proposal (RFP) solicitation, indicating this contract represents a preliminary exploration phase. The sole-source procurement is authorized under ORS 279B.075 and OARs 125-247-0287, 125-247-0710, and 137-047-0710. No specific set-aside designations or restrictions apply to this procurement.
