Combined Snow Plowing Specifications for the Chicago ARTCC

TECHNICAL SPECIFICATIONS

SNOW REMOVAL AND DEICING SERVICES

FOR

FEDERAL AVIATION ADMINISTRATION

619 W. INDIAN TRAIL RD AURORA IL. 60506

SECTION I

SPECIFICATIONS - PLOWING/SANDING

1.1 Snow removal and deicing operations shall commence within two hours after notification by the NAS Operation Manager (NOM) or the Contracting Officer’s Representative (COR). Notification will take place when the snow depth reaches two (2) inches. Determination of snow depth for payment will be as recorded by the National Weather Service Office on the following website.

1.2 If additional deicing is required it shall be accomplished only when directed by the NOM or the COR and on a per job basis. Salt will be applied to ensure uniform distribution over all areas.

1.3 All fire hydrants located at the facility will be kept clear of snow for a radius of at least six (6) feet in all directions. Piling of snow will not be permitted in front of the hydrant connections.

1.4 Parking Light Poles at the facility will be kept clear of snow for a radius of at least three (3) feet in all directions. Piling of snow will not be permitted in front of the parking light poles.

1.5 Catch basins at the facility will be kept clear of snow for a distance of at least five (5) feet beyond the edges of the catch basin cover. (See Catch Basin Attachment 1)

1.6 All drainage areas, storm drains shall be kept free and clear of snow and ice. The loading dock entrance shall be plowed and sanded and kept free of snow and ice.

1.7 The parking lots comprising approximately 37,000 square yards, are used on a 24 hour basis. Therefore, snow removal and/or sanding of areas cannot be done concurrently. Security will determine which parking lots are closed for snow removal and have that listed on the information sign at the entrance of the facility. This is determined by the time of day and the amount of employee cars in the parking lots.

1.8 Snow Disposal Areas are designated in Attachment 1

SECTION II

SPECIAL PROVISIONS - DEFINITIONS AND INSTRUCTIONS

2.1 Definitions

a. The word “snow” as appears in these specifications shall mean any form of precipitation that can occur during winter months.

b. The word “sand” as appears in these specifications shall mean “washed sand for sanding”, treated at a minimum of thirty-five (35) pounds of urea (a fertilizer chemical to melt snow non-cursive and non-damaging to shrub and lawn growth) per ton. This combination is to be mixed thoroughly prior to its application.

c. The word “job” as used in these specifications shall cover that period of time necessary to remove snow or apply sand caused by a storm and as directed by the government representative under the terms of the contract. To complete a job, more than one visit to the facility may be necessary.

d. The word “storm” as used in paragraph 2.1 (c) shall mean that duration of precipitation as determined as a storm by the National Weather Service.

2.2 The contractor shall be required to furnish proper types of equipment necessary to expeditiously accomplish the services throughout the areas covered by this contract.

DESCRIPTION OF SERVICES

2.3 The contractor shall furnish and supply all labor, vehicles, equipment, tools and supplies necessary to remove snow to the disposal areas as designated in (Attachment 1)

2.4 Snow removal and deicing for each job order pursuant to the technical specifications, Section I, Paragraph 1.1 through 1.7, shall be accomplished so as to afford access to all buildings and availability for use of all parking lots/drop-off areas located at these facilities. Piling snow in the parking lots closes off parking space for FAA employees and will not be allowed. The contractor will push the snow piles over the curbing and into the grass areas. If snow piles develop in other than designated areas, the COR will contact the contractor to move and or remove the snow piles at the contractor’s expense. The COR will show the contractor where snow piles are allowed during the site survey.

2.5 The contractor will be required to furnish adequate qualified supervision at all times during the progress of any work covered by these specifications. The supervisor shall represent the contractor during his absence and all directives given him consistent with the specifications shall be binding as if given to the contractor.

2.6 Due to the unique and important services performed by the Air Route Traffic Control Center, it is imperative that snow removal services commence as required in Section I, therefore the contractor shall provide contact telephone numbers to the Environmental Unit Manager, Chicago ARTCC, telephone number (630)906-8226, at which he can be notified to commence services on a 24 hour, 7 day per week basis.

2.7 The contractor will be required to start work covered by the specifications within two hours of receiving verbal notification from the authorized government representative.

2.8 Work and/or services performed under the contract will be subject to approval by the Contracting Officer’s Representative to insure full compliance with the specifications. All areas not cleared and/or sanded in accordance with the specifications as determined by the COR will result in appropriate deduction being made from the job price.

2.9 The contractor will not permit nor cause, as the result of his operations, the piling or mounding of snow upon any planted or landscaped area. This includes bushes, trees, shrubs, and grass areas, except as shown in the disposal areas.

2.10 Should circumstances require, holiday work is mandatory. For the purpose of this specification, the legal holidays are defined as follows:

a. New Year’s Day (January 1) b Martin Luther King Jr.’s Birthday (third Monday in January)

c. Washington’ Birthday (third Monday in February)

d. Memorial Day (fourth Monday in May)

e. Independence Day (July 4)

f. Labor Day (first Monday in September)

g. Columbus Day (second Monday in October)

h. Veteran’s Day (November 11)

i. Thanksgiving Day (fourth Thursday in November)

j. Christmas Day (December 25)

2.11 The contractor shall be required to provide “call back” service for the purposes of re-plowing and/or re-sanding/ice melt of areas which have been covered with snow and/or ice as the result of drifting, alternate thawing, and freezing, etc. Call back services shall be rendered within two (2) hours notification by COR/NOM.

2.12 Contractor shall assume full responsibility for any and all damage for injury to persons, property, and equipment which results from any of his operations. The contractor will be held liable for any damages caused by himself, his employees, or his equipment to any other equipment, apparatus, or installed fixed or real property in any of the areas covered by these specifications in which his work is performed. The contractor shall also be responsible for damage to lawn, pavement, shrubbery, trees and curbing areas – other than grass damage in snow disposal areas. Replacement of damaged shrubs and trees shall be of the same species and growth and shall be nursery grown.

2.13 The contractor and his employees will exercise at all times an operation which will not inhibit security, fire safety, hazard safety, vehicle and pedestrian traffic, and vehicle parking.

2.14 The contractor, upon request of the Contracting Officer or their representative, shall dismiss from the premises any employee of the contractor who, in the opinion of the Contracting Officer or their representative, interferes with the terms, conditions, or specifications of the contract.

2.15 All misplaced property found by the contractor’s employees in the course of their work will be turned over to security personnel at the guard house.

2.16 The contractor shall submit to the COR a list of all contract personnel employed on the premises of 619 W Indian trail rd. All personnel performing under this contract shall be subject to a security background check to be conducted prior to commencing this contract. The contractor and each of his/her employees performing under this contract shall be subject to a least a FBI background and fingerprint check.

SECTION III

EQUIPMENT REQUIRED

3.1 In order to assure expeditious removal of snow, the contractor will be required to have available for use at the facility, at least the following types and quantities of equipment. The use of tractor treated equipment with metal treads is prohibited.

a. Two front end loaders – minimum capacity 3 cu. Yards (farm tractor type excluded).

b. Two snow plows – minimum capacity 5 tons, min. width 7’.

c. Sufficient dump trucks to remove snow from the cleared areas – minimum capacity 6 cu. Yards.

d. Sanding equipment – Type of equipment utilized shall provide for an expeditious, even distribution of sand to the widest extent possible, and at the same time operated in such a manner as to not cause possible damage to any personal/real property in the vicinity of operation.

A snow blower may be utilized in those areas where it is practical and where it will not violate any other terms of the contract.

SECTION 1V

SNOW REMOVAL

4.1 All walkways and entry doors will be clear of snow. Refer to the facility drawing with red lines that indicate the location of all walkways and doors.

(See Attachment 1)

4.2 In the event of a large storm, the contractor will provide additional employee’s to ensure that all walkways and doors are shoveled clear of snow at all times.

4.3 Due to the number of walkways and doors, it is Mandatory that the contractor has a 4 wheel ATV with a plow attached. This will ensure timely snow removal during all snow storms.

4.4 All walkways and entry doors will be treated with ice melt or equivalent to avoid ice buildup. Pure salt products will not be used for ice mitigation on the sidewalks.

4.5 The contractor will provide all tools and supplies: This includes all snow shovels, ice picks, 4 wheel ATV with plow, snow blowers, ice melt and cold weather clothing.

4.6 All snow removal equipment and supplies will be removed from the Center grounds at the end of the snow season. The COR will determine that date.
