About this file
This is a Justification and Approval (J&A) document for a sole-source acquisition by the 439th Airlift Wing Contracting Flight at Westover Air Reserve Base in Chicopee, Massachusetts. The document justifies the procurement and installation of a Guardian CB-Hybrid Permanent Horizontal Lifeline Fall Protection System for roof fall protection as part of a larger roof replacement project. The estimated contract cost falls in the $750K to $15M range, with the brand-name fall protection components representing approximately 3% of the overall construction project. The firm-fixed price contract is expected to be awarded in late spring 2026 with an estimated performance period of 365 days. The Program/Project identifier is YTPM 24-0001 Repair Barrel Roof, Hangar 9.
The J&A cites authority under 10 USC 3204(a)(1) for sole-source procurement based on the contractor's unique qualifications and the essential nature of the Guardian CB-Hybrid system. The justification emphasizes that Westover ARB has already installed this system on several facility rooftops, and standardizing on this product ensures consistent installation practices, eliminates custom engineering requirements, supports uniform system interoperability base-wide, and provides standardized training for maintenance personnel without multiple certifications. Market research conducted under FAR Part 10 indicated adequate competition exists, and the Contracting Officer received SBA approval for full and open acquisition. The RFP will be posted to SAM.gov as a full and open unrestricted competition with subcontracting plans required from non-small business offerors. The document was coordinated on 20 February 2026 and approved by the Chief of the Contracting Office on 24 February 2026.

III. Description of supplies/services required to meet agency needs.
The Guardian CB-Hybrid Permanent Horizontal Lifelines System has been selected based on its proven performance, compatibility, and support for our operational safety requirements.

Westover ARB has already installed the Guardian CB-Hybrid system on several facility rooftops. Continuing with this system across all remaining roofs ensures consistent installation practices, eliminates the need for custom engineering on each structure, and supports uniform system interoperability base-wide.
Standardizing fall protection systems is a key element of a comprehensive safety strategy. The CB-Hybrid system provides a consistent and familiar interface for maintenance and operational personnel, significantly reducing the risk of fall-related incidents. Uniform equipment allows standardized training, ensuring personnel proficiency without the need for multiple system certifications.
IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.
To ensure mission continuity, personnel safety, and operational efficiency, it is in the best interest of Westover Air Reserve Base to sole-source the procurement and installation of fall protection systems to Guardian Fall Protection, utilizing their CB-Hybrid Permanent Horizontal Lifelines System. This approach supports a long-term, base-wide fall protection strategy aligned with Air Force safety standards and engineering best practices.
