About this file
This is a Justification and Approval (J&A) document for a sole-source procurement under Other Than Full and Open Competition authority. The 439th Airlift Wing Contracting Flight at Westover Air Reserve Base in Chicopee, Massachusetts intends to award a firm-fixed-price contract in late spring 2026 for the Guardian CB-Hybrid Permanent Horizontal Lifeline Fall Protection System. The acquisition is classified as an Individual J&A with a dollar value under $750,000 and falls under DAFFARS 5302.101 authority citing 10 USC 3204(a)(1) for a sole-source acquisition where only one responsible source can satisfy agency requirements. The program involves replacement of the existing roof and installation of the new fall protection system on Hangar 3 with an estimated Period of Performance of 365 days.
The justification demonstrates that the Guardian CB-Hybrid system was selected based on proven performance, compatibility, and support for operational safety requirements, with brand name components representing approximately 3% of the overall construction project cost. The document notes that Westover ARB has already installed this system on several facility rooftops, and continuing with this system ensures consistent installation practices, eliminates custom engineering needs, and supports uniform system interoperability base-wide. Market research conducted under FAR Part 10 indicated an adequate number of businesses can perform the acquisition, and the Contracting Officer was granted permission for full and open acquisition by the SBA. The subsequent roof repair solicitation will be issued as a competitive Request for Proposal with full and open competition and small business subcontracting requirements, allowing potential suppliers to propose compatible products for consideration. The document was coordinated on February 20, 2026 and approved by the Chief of the Contracting Office on February 24, 2026.
