About this file

This is a Request for Information (RFI) report for a roof repair project at Hangar 3 under federal contract FA660626R0005. The RFI was submitted by RBT Roofing on April 14, 2026, and addresses clarifications on personnel requirements, past performance project documentation, roof slope specifications, and cricket construction details.

The RFI responses clarify several key requirements: (1) Personnel assignments allow the Site Safety and Health Official (SSHO) to serve dual roles as Quality Control Manager (QCM) or Superintendent, but the Superintendent cannot serve as QC and no individual should hold all three positions; (2) A Registered Roof Observer (RRO) must function as an independent third-party quality assurance observer without multiple roles, with on-site time based on ASTM D7186-14 requirements; (3) Past performance documentation requires five projects if the General Contractor is the authorized installer using the proposed TPO manufacturer's product, or ten total projects (five from the proposed manufacturer and five additional from any TPO manufacturer) if the General Contractor is not the authorized installer, with proposals specifying each project's classification; (4) The existing concrete deck slope is assumed at 1/4" per foot, and construction should follow specifications and drawings with slopes provided as minimums. The RFI was reviewed and approved on the date indicated, with no anticipated cost or schedule impacts identified.

Are personnel requirements regarding SSHO, QCM, etc the same as the previous solicitation on this project where the government confirmed they can serve as dual hats?

Question:

Question:

Is an RRO (Registered Roof Observer) required to wear a separate hat and be present for the entire project duration?

Regarding past performance projects on mandatory submission requirement #2. It states to provide five projects that the applicator has constructed using the manufacturer's roofing products. Keynote C below that portion also states that the installer must supply (5) TPO or PVC projects completed within the previous three years that are of similar size & scope.

Our question is: does there need to be (10) separate projects listed for these requirements or can 5 projects cover both? Can they be some of the same projects for either requirement?

Also, must all projects we supply be from the TPO manufacturer we are proposing for this project? Please clarify.

Response:

Response:

1 BEFORE AWARD

If the General Contractor is also the authorized installer, only 5 projects are required and must use the proposed TPO manufacturer's product. If the General Contractor is NOT the authorized installer, they must provide an additional 5 projects of similar size and scope from any TPO manufacturer. Proposals must specify whether each submitted project is for the applicator, the general contractor, or the general contractor acting as the applicator. Furthermore, all submitted projects for the applicator should directly correlate with the business name of the approved applicator as it appears in the letter provided by the manufacturer.

The time on site will be based on the requirements of ASTM D7186-14. A Registered Roof Observer (RRO) is expected to function as an independent, third-party quality assurance observer and should not wear multiple hats. Their primary role is to act as an unbiased on-site monitor for the design team and owner, ensuring compliance with specifications and warranty.

Per the specs, the SSHO can also serve as the QCM or Superintendent. Anyone in the Superintendent role cannot serve as the QC. One individual should not be acting as all 3 roles.

This was asked on the previous solicitation for this project. “What is the existing slope of the structural concrete deck on the lower adjacent roofs, if there is any slope?” Government answered by stating to assume a ¼” per ft slope. Is this still the case?

Question:

Response:

1 BEFORE AWARD

Given the lower adjacent concrete deck roofs having an assumed 1/4" per ft slope. These new crickets must be 1/2" per ft crickets for positive drainage, not 1/4" per ft as mentioned in the project keynotes. Please clarify.

Existing concrete deck is believed to be sloped. The slope is assumed at 1/4" per foot.

Construction should follow the specs and drawings. Slopes provided are a minimum.
