About this file
This document contains the questions and answers from an Industry Day held by the Department of the Navy Naval Sea Systems Command to provide information on the Yard, Repair, Berthing and Messing Barge (YRBM) program. The Navy intends to procure up to twenty-six YRBM craft over fifteen years to accommodate berthing needs of the fleet. The first contract is anticipated to be a Small Business Set Aside for detail design and construction of YRBM craft that will provide berthing for 199 personnel, messing for 300 personnel, and work and living space support. The craft will be non-self-propelled and ABS-classed as an A1 Accommodation Barge for a minimum 40-year service life. Technical requirements, schedule, and acquisition details were discussed. Questions covered areas such as data rights, drawings, evaluation criteria, and operational, design, and material requirements.

YRBM Industry Day, 13 October 2020 – Questions and Answers
Q1. Will a list of YRBM Industry Day participants/contacts, interested contractors and subcontractors, be published to beta.SAM.gov after this meeting?
A1. A list of companies participating in the YRBM Industry Day will be posted to beta.SAM.gov. Names of individuals and contact information will not be released.
Q2. What level of Data Rights will the Government require from industry for the vessel design?
A2. We anticipate Government Purpose Right will be the desired level of Data Rights.
Q3. What level of design and drawings will be required by Section L of the Solicitation? / Can you provide a list of technical drawings and reports required for submission with the RFP?
A3. The level of design and drawings that will be required by Section L is still being definitized.
Information will be made available at RFP release.
Q4. How many days after the Detail Design and Construction RFP release will proposals be due? / What is the anticipated time from initial issue of the RFP from the Government, to the required submittal from the contractor? / I think you noted 30 days in the question and answer phase? That will not allow time for development of designs and pricing.
A4. At this time, the Government anticipates a 30 to 60 day response time following RFP release.
Q5. Can the Government make the draft Performance Spec available ahead of the DD&C RFP? / Can the preliminary performance requirements be issued sooner so contractors can start working on designs now?
A5. The Government is evaluating whether or not the PSPEC will be released ahead of the RFP. Please monitor beta.SAM.gov for updates.
Q6. Will the Performance Spec be Distribution D? Will it be export controlled?
A6. The Government anticipates the PSPEC will be Distribution A (Public Release). The PSPEC will not be export controlled.
Q7. Can the Government provide any insight on the DD&C Section M evaluation criteria? Will it be a Best Value evaluation?
A7. The Government intends to select a source who represents the Best Value to the Government, using a Tradeoff evaluation approach. The Government currently anticipates that evaluation criteria will include Technical Merit of Design; Past Performance & Experience; and Price. More specific details about the evaluation criteria will be found in Section M upon RFP release.
Q8. Does the Government have requirement for a specific HVAC architecture? Does it require each compartment to have individual cooling and heating controls?
A8. YRBM will require dual redundant chill water systems (chillers) with individual fan speed and temperature controls for each temperature-controlled compartment. Calculations shall be done in accordance with SNAME T&R Bulletin 4-16.
Q9. What domestic sourcing requirements will be imposed?
A9. YRBM will comply with all applicable domestic-sourcing requirements including, but not limited to, 10 USC 7309(a) (Foreign Shipyard Construction Prohibition), 41 USC 10a-10d (Buy American Act), and DFARS 252.225-7012 (Berry Amendment).
Q10. Even though the barge is to be shore powered, will be there be a need for an emergency generator?
A10. No emergency generator is required onboard. A dedicated shore power receptacle shall be provided to connect a Government furnished mobile generator set to the YRBM craft to provide the final emergency power source. The emergency power receptacle shall be interlocked with the normal shore power connection receptacles to prevent simultaneous input from both power sources.
Q11. Are shore connections needed on both sides to have the option to hook up either way?
A11. Sewage discharge connections are required on both port and starboard sides of the barge. All other shore connections are required only on the starboard side.
Q12. For the collection holding tank, will the discharge be connected to shore and continuously pumped out or will it be hooked up to a shore connection periodically to pump out the tank?
A12. The CHT Tank is connected while the barge is occupied. Tank Level Indicators will engage discharge pumps when tank fills to a given level, and shut off once the tank is drained to a sufficient level.
Q13. Is there any requirement preventing the barges from having aluminum topsides from the main deck up?
A13. Aluminum is not permitted for the hull or deckhouse in accordance with the performance specification.
Q14. If the barge topsides are aluminum, must they be painted?
A14. Aluminum is not permitted for the hull or deckhouse in accordance with the performance specification.
Q15. Will there be a requirement for furniture type/sourcing e.g. NAVSEA approved furniture, domestically sourced, or will commercial maritime be acceptable?
A15. In general, the YRBM barge requires commercial furnishings. However, some NAVSEA-approved furniture found in NAVSEA furniture catalogue may be required or preferred for specific applications.
YRBM barge must comply with domestic-sourcing requirements including the Buy American Act and Berry Amendment.
Q16. Will there be an option to receive drawings from the current YRBM’s in service?
A16. The Government does not plan to release drawings of current YRBMs in service.
Q17. With surging to 2 barges per year, will there be an opportunity to adjust pricing to expedite material accordingly?
A17. For planning purposes, the Government is interested in whether facilities have the capability to handle potential surges. We do not anticipate including surges as pre-priced Option CLINs. In the event a potential surge requirement occurs after award, this will be negotiated separately.
Q18. There’s a reference for industrial laundry, will there be a requirement to source this equipment from a specific supplier?
A18. As required by Federal Acquisition Regulation, any specific makes or models mentioned in the YRBM PSPEC will be “brand name or equal.” In general, equipment installed on YRBM will be commercial.
Q19. Given the requirement for galley equipment is geared towards COT’s, will sourcing be required from a specific supplier, or will commercial maritime be acceptable?
A19. As required by the Federal Acquisition Regulation, any specific makes or models mentioned in the YRBM PSPEC will be “brand name or equal.” In general, equipment installed on YRBM will be commercial.
Q20. Will pricing for CLIN’s 6001 & 6002 be solicited in the initial RFP?
A20. Yes, pricing for OPTION CLINs 6001 and 6002 will be required by Section L of the RFP.
Q21. Would option year barges be awarded at one time or awarded one years at a time (where no economies of scale could be realized)?
A21. Since DoD funding is appropriated on an annual basis and subject to change, option year barges will be awarded one-at-a-time.
Q22. Were any on the San Diego barges planned to be located at Pearl Harbor?
A22. At this time, odd numbered YRBM barges are to be delivered to San Diego, CA. Any additional relocation of the barges would occur in-service.
Q23. Can we have a copy of the PPT presentation?
A23. A digital copy of the YRBM industry day PowerPoint presentation was provided to all registered industry day attendees.
Q24. Will you consider separating the naval architect services from the yard package? We are a naval architect firm, so we were wondering if you considered carving out those services from the yard scope. If not, we understand we have to team up with a small yard considering is a Small Business Set Aside. If you would consider it, we would love to bid separately.
A24. At this time, the YRBM RFP will be for Detail Design & Construction of the barge. A separate contract for naval architect services is not envisioned.
Q25. Would it be possible to get the solicitation number for the previous APL program?
A25. Yes, N00024-17-R-2230.
