About this file
This is a Justification and Approval for Other Than Full and Open Competition (J&A) document supporting a simplified acquisition for replacement batteries at Yosemite National Park. The National Park Service seeks to procure two sets of 24 Absolyte VRLA (Valve-Regulated Lead-Acid) batteries as replacements for critical backup power systems supporting essential communications infrastructure at two critical nodes within the park. The anticipated contract value is $20,956.00. The procurement is justified as a brand name requirement based on compatibility considerations; continuing with Absolyte batteries on a "like-for-like" replacement basis ensures full compatibility with existing racks, cabling, charging systems, and site configurations while maintaining system reliability, load calculations, and runtime expectations that are already engineered around Absolyte specifications. This approach minimizes installation risk, eliminates costly modifications, supports operational continuity, and reduces the risk of integration issues that could compromise mission-critical communications infrastructure.
Market research was conducted across multiple qualified suppliers of stationary VRLA battery systems and revealed supply chain constraints and limited on-hand inventory affecting the product category, with many vendors unable to meet full quantity requirements or projecting extended delivery timelines. However, market research indicated several vendors expressed interest in submitting quotes. The related solicitation (140P8526Q0039) is issued as a Combined Synopsis/Solicitation for commercial items and constitutes a Request for Quotation (RFQ) with no separate written solicitation to be issued. This acquisition is designated as a 100% Total Small Business Set Aside with a NAICS code of 335910 and small business size standard of 1,250 employees. The contract is contemplated as a firm fixed price award with FAR clauses in effect through Federal Acquisition Circular 2026-01.

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
for SIMPLIFIED ACQUISITIONS OVER $10,000 ($2,000/$2500 for Construction/Services) AND UP TO $250,000 (See FAR 13.106-1)

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
Yosemite National Park has a Brand name specific requirement for the procurement of 2 sets of 24 Absolyte VRLA battery replacements for two critical nodes within Yosemite National Park to ensure reliable backup power for essential communications infrastructure, with an expected cost of $20,956.00.
2. Sole Source Justification rationale (Check one and explain below):
| Only one responsible source. | ||
| Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met. | ||

Explain: Continuing with Absolyte batteries on a “like-for-like” replacement basis ensures full compatibility with existing racks, cabling, charging systems, and site configurations at the two critical nodes, minimizing installation risk and eliminating the need for costly modifications. Maintaining the same battery chemistry and performance profile preserves system reliability, load calculations, and runtime expectations, which are already engineered around Absolyte specifications. This approach also supports operational continuity, simplifies maintenance and training, and reduces the risk of integration issues that could impact mission-critical communications infrastructure within Yosemite National Park.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
Market research was conducted across multiple qualified suppliers of stationary VRLA battery systems to assess availability, lead times, and the ability to meet required quantities and specifications. The research found that supply chain constraints and limited on-hand inventory are impacting this product category, with many vendors unable to meet the full quantity requirement or projecting extended delivery timelines beyond operational needs. However, market research indicates that several vendors are interested in submitting a quote for the requirement.

4. If this is a determination for sole source, the contracting officer certifies:
a. Only one source is available, or urgent and compelling circumstances exist.
b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
