About this file
This is Amendment Number 1 to a bid document for the Yellowstone Mill Project issued by the Colorado Division of Reclamation, Mining and Safety (DRMS) under Project Number PKA-15-750. The amendment provides revised specifications and requirements for remediation and reclamation work at the Yellowstone Mill site. A pre-bid meeting was held on April 9, 2015, with bids due on Monday, April 27, 2015, at 4:00 PM and a bid opening scheduled for Tuesday, April 28, 2015, at 10:00 AM. Key work items include site access road improvements, site preparation with dozer work requiring three perpendicular passes with final contour pass, removal and stockpiling of root balls larger than 12 inches, delivery and application of 250 cubic yards of pulverized limestone and 300 cubic yards of Gunnison Gold or approved equivalent Class I compost, delivery of certified weed-free hay in 60-80 pound two-string bales, and mixing of soil amendments using an ALLU bucket or approved alternative method. The project scope also includes sediment controls (S-Fence and straw wattles), waste pile treatment with limestone and Portland cement, and additional contingency hours for excavator and bulldozer time. The contract specifies that additional excavator time (40 hours), additional soil amendments (100 cubic yards each of limestone and compost), and additional bulldozer time (10 hours) are not guaranteed.
The revised bid schedule establishes line items for mobilization/demobilization, site-specific hazard assessment and prevention (SHEAP) with mandatory fire prevention equipment including two five-pound Class A fire extinguishers per crew and sharpened shovels, and tasks for site preparation, material delivery, mixing, and final grading across 1.5 acres. An All Wheel Drive haul truck with power assist to all wheels is required in place of the previously specified articulated haul truck, with wheel loaders also acceptable for material hauling. The limestone stockpile location is identified as the Hanna Mill Site approximately 2.0 miles from the job site, with DRMS and Hinsdale County to locate a closer alternative. Critical specifications include limestone application at 135 cubic yards per acre to approximately one inch depth, compost application at 200 cubic yards per acre to approximately 1.5 inches, and mixing verification through fizz reaction testing with 10% HCL acid prior to site progression. All limestone and compost materials must be mixed on the same day they are spread, with limestone covered by compost within two hours to prevent blowing. Davis Bacon wages are not required for this project. Bidders must acknowledge receipt of the amendment on the bid form and return it by April 27, 2015, at 4:00 PM through electronic submission or to Kristin Miranda at DRMS in Denver.

RE: Amendment Number 1 to PKA-15-750
Thank you for attending the pre-bid meeting on April 9, 2015. Please note the following changes to the Bid Document. A REVISED Bid Schedule is attached to this amendment. The Bid is due for this project on Monday, April 27, 2015 at 4:00PM. The bid opening will occur on Tuesday, 10:00AM on April 28, 2015.
1. The site access road and BLM road may need improvement, deadfall removal, brush clearing, grading, etc., to improve the access for delivery of materials and machinery to the site. This task will be billed by the hour under Task 11, Additional Excavator Time.
2. The following language has been added to Task 2, SHEAP: Fire Prevention:
CONTRACTOR must supply each work crew with two (2) five pound (5#) Class A fire extinguishers. Additionally, each crew member must be supplied with one (1) sharpened round nosed shovel. These must be immediately available to the crew members for use should an ignition occur.
3. A Dozer can be used for Task 4, Site Preparation. If a dozer is used to rip the site, the dozer must make three passes, each perpendicular to the previous pass. The final pass must be along contour to reduce erosion.
4. Removal of root balls from the project area has been added to Task 4. All root balls larger than 12" must be removed and stockpiled with the logs for use in final reclamation. An excavator with a thumb can be used to remove the logs and woody root materials.
5. An articulated haul truck is no longer required for Task 5. An All Wheel Drive haul truck IS required. An acceptable truck will have power assist to all wheels. Highway haul trucks will not be accepted. CONTRACTOR may also use a wheel loader to haul materials from the Engineer Pass Road to the site.
6. For bidding purposes, the stockpile location for the Lime and Compost will be the Hanna Mill Site, approximately 2.0 miles from the job site (3/4 of a mile past the turn off from Engineer Pass Road). DRMS will work with Hinsdale County locate a stockpile location closer to the split in the road.
7. The stockpile of pulverized limestone must be covered to protect it from blowing and getting wet.
http://mining.state.co.us/
8. Hydrated lime (Ca(OH)2) will not be accepted as a substitute for pulverized limestone.
9. A side dump truck will be accepted, however, the site for stockpiling the limestone may not accommodate a side dump. Belly dump trucks will NOT be permitted, due to the dry/fine-grained nature of the materials.
10. Compost must be Gunnison Gold or approved equivalent. An approved equivalent must meet the specifications of Class I Compost. See attached sheet for compost class descriptions.
11. Task 7 has been amended to require that Certified Weed Free Hay be delivered to the site in small two string bails, weighing 60-80lbs each. Large bails will not be accepted.
12. The CONTRACTOR will be required to apply lime and compost to the site, starting in the lowest portion of the western lobe, and working upslope, and then progressing to the eastern lobe. Lime will be placed at a rate of 135 cubic yards per acre. Lime will be applied to the site to an approximate depth of one inch (1"), and covered by compost within two hours, to avoid blowing of limestone materials. Compost application rate will be 200 cubic yards per acre, which equates to approximately1.5 inches across the site.
13. Effective mixing of the limestone and compost will be tested by the PROJECT MANAGER using a fizz reaction with 10% HCL acid, prior to moving to the next portion of the project area. Based past experience, the ALLU mixing bucket is approximately 10x more efficient at completely mixing soil amendments. The CONTRACTOR may propose an alternative mixing method, however, if inefficient mixing occurs (based on fizz reaction test) due to the alternative mixing method, the CONTRACTOR will re-mix materials at no cost to DRMS. The ALLU bucket or the proposed alternative MUST be listed on the List of Equipment Offered.
14. Limestone and compost Material must be mixed on the same day they are spread. The CONTRACTOR must plan accordingly, so that materials are not spread faster than the ALLU or mixing alternative can mix the materials.
15. An additional 10 hours of additional excavator time has been added to the project.
16. Dozer Time has been added to the project as Bid Item 13:
Task 13: ADDITIONAL BULLDOZER TIME This item includes additional machine time for a D4 Bulldozer (or larger) with operator to be used for road improvements, staging area grading, etc., as directed by PROJECT MANAGER.
Equipment time will be accounted for in accordance with Equipment Rental Specifications 19 in the General Bid Specifications, 2009. Equipment time will start as directed by PROJECT MANAGER once the excavator is mobilized to the site. The hours of additional bulldozer time in Bid Item 13 are NOT GUARANTEED
Measurement and Payment Payment for this task will be reflected under Item 13 of the Bid Schedule as an hourly rate for a bulldozer and operator. Bid hourly rate shall reflect the CONTRACTORS estimate for equipment and personnel cost per hour to complete the task. Measurement will be actual hours required to complete work as directed and approved by the PROJECT MANAGER. The hours of additional bulldozer in Bid Item 13 are NOT GUARANTEED.
17. Davis Bacon wages are NOT required for this Project.
All terms and conditions, other than as changed in this amendment, remain the same.
Receipt and acceptance of this amendment must be acknowledged on the bid form.
