About this file
This file contains a list of site numbers associated with the Yellowjacket project, one of two fuels reduction initiatives for which the State of Oregon Department of Forestry (ODF) in collaboration with the Rogue River-Siskiyou National Forest (RRSNF) is soliciting heritage survey services. The contract requires comprehensive cultural resource surveys across 2,755 total acres with varying intensity levels: 10% coverage in low probability areas, 50% coverage in medium probability areas, and 100% surface inspection in high probability areas, supplemented by random shovel testing (one per 20 acres) in high-probability zones. Key deliverables include pre-work meetings, monthly progress reviews, a draft heritage survey report due September 1, 2026, and a final report with presentation due November 15, 2026. Electronic proposals must be submitted through OregonBuys by January 9, 2026, at 2:00 PM Pacific Time, with an anticipated Notice of Intent to Award on January 16, 2026. The contract term is one year, terminating upon work completion or November 15, 2026, whichever is earlier. Questions regarding the solicitation are accepted until December 24, 2025, at 5:00 PM Pacific Time.
Contractors must meet stringent professional qualifications including compliance with Secretary of Interior Standards for archaeology and federal professional qualification standards (GS-193 or equivalent). The contract is structured as a fixed-price agreement with payment contingent upon completed and accepted deliverables. Contractors must maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), Professional Liability ($1,000,000 per claim), and Pollution Liability ($500,000 per occurrence). The State of Oregon encourages participation from Oregon Certified Firms, particularly minority-owned, woman-owned, veteran-owned, and emerging small businesses, requiring submission of a Certified Disadvantaged Business Outreach Plan and documentation of non-discrimination policies and pay equity compliance. All work products, field data, GIS files, photographs, and site documentation become the exclusive property of the United States Government, with contractors required to delete all computer files from non-federal systems after final report submission. The contract will be awarded to the lowest responsive and responsible bidder.
