SECTION 1: GENERAL OVERVIEW
1.1. Summary Overview
The State of Oregon, acting by and through its Department of Forestry, (“ODF” or “Agency”), is issuing this Invitation to Bid (ITB) for Services.
Background
The Thompson Creek and Yellowjacket project support the Forest’s hazardous fuels reduction efforts. Collecting heritage survey data is essential for National Environmental
Policy Act (NEPA) documentation, as well as providing documentation of compliance with the National Historic Preservation Act within the areas needing treatments. The Thompson
Creek and Yellowjacket project areas are being analyzed for commercial thinning and fuels treatments. There is a total of 2,755 acres that will need to be surveyed for potential new heritage sites, along with other NEPA surveys conducted by the forest. There are 27 current known sites that need to be reviewed and reassessed in the project area (1 site in Thompson Creek and 26 sites in Yellowjacket).
This survey project will directly benefit the Forest’s hazardous fuels reduction efforts by collecting important data needed for NEPA preparation. To complete this collaborative project, as outlined, ODF will contract the surveys while the Forest Service will complete required NEPA documentation and analysis. The use of ODF contracting to complete surveys and plans adds capacity to the Thompson Creek and Yellowjacket Analysis and accelerates the NEPA process.
The required delivery date for this service is November 15, 2026.
Agency anticipates the award of one Contract resulting from this ITB. The term is 1 year with no option to extend.
