About this file

This document is a Scope of Work for a state and local contract opportunity from the Youth Challenge Academy, Hilo (YCA Hilo) in Hawaii. The project involves locating and removing an abandoned 600-foot fence, as well as clearing and mulching approximately 0.45 acres of vegetated land containing various types of trees and shrubs. The contractor will be responsible for cutting down trees to the stump, applying approved pesticides/herbicides, and properly disposing of all materials and debris. The estimated quantities include 100 large trees, 15 coconut palm trees, 10 areca palm clumps, 5 mountain apple trees, and 2 jacaranda trees. All work must be completed before May 1, 2022, and the contractor must follow all applicable federal, state, and local laws and regulations.

The contract also includes special environmental conditions, such as the inadvertent discovery of Native Hawaiian cultural items or the presence of a hawk in the vicinity, which would require the contractor to cease work and contact the appropriate parties. The contractor must be licensed in the appropriate trades, submit proof of valid licensure, and use Davis-Bacon wages for the project. The contractor is responsible for field verifying the dimensions and location of the project area, and no substitutions are allowed for the disposal of the fence remnants. The project manager may allow the green waste generated from mulching to be retained on-site, subject to approval.
