About this file
This document is a Pre-Solicitation Notice for the Census Bureau Transformation & Application Modernization (CenTAM) procurement. It provides an update to the previously released Decennial Transformation & Application Modernization (DTAM) Request for Information/Sources Sought notice.
The CenTAM procurement will be a multiple-award Blanket Purchase Agreement under the GSA Multiple Award Schedule, with an estimated 10-year period of performance and a ceiling value over $1B. It will be a total small business set-aside, and the government intends to solicit the previous DTAM requirement as the first call order on the CenTAM BPA. The scope of work includes modernization of existing applications and development of new applications across the Census Bureau's business ecosystem, IT, economic, demographic, decennial, and research methodology areas. The anticipated timeline for release of the CenTAM solicitation is Q2 FY2025.

THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE.
This notice serves as an update to the Decennial Transformation & Application Modernization (DTAM) RFI/SS # YA1323-24-DTAMRFISS-0001 that was published on SAM.gov in December 2023. The Census Bureau has determined that an enterprise-wide approach would be in the best interest of the government and will be transitioning the DTAM procurement to an enterprise-wide requirement now titled Census Bureau Transformation & Application Modernization (CenTAM).
The scope of work for CenTAM includes the same Task Areas released in the DTAM performance work statement (PWS) for modernization of existing applications and the development of new applications (now for systems across the enterprise), which will be leveraged for the business ecosystem, information technology (IT) , economic, demographic, decennial, and research methodology, and other program areas across the Census Bureau.
The Census Bureau anticipates CenTAM will be a multiple-award Blanket Purchase Agreement (BPA) under the General Services Administration (GSA) Multiple Award Schedule (MAS) under the Special Item Number (SIN) 54151S – Information Technology Professional Services. Additionally, the Government intends for CenTAM to be a total small business set-aside.
The anticipated period of performance is up to 10 years with an estimated BPA ceiling of over $1B; and the projected timeline for the release of the CenTAM Solicitation is Q2 FY2025.
It is the government's intent to solicit the previously communicated DTAM requirement as the first Call order on the anticipated CenTAM BPA.
The government highly encourages industry to collaborate and form teaming arrangements to respond to the future solicitation. A list of vendors that registered to attend the DTAM industry day was posted to SAM.gov on January 31, 2024.
