ABOUT THE DECENNIAL CENSUS

PURPOSE

To conduct a census of population and housing and disseminate the results to the President, the States, and the American People

Apportion representation among states as mandated by Article 1, Section 2 of the U.S. Constitution:

Representatives and direct Taxes shall be apportioned among the several States which may be included within this union, according to their respective Numbers … The actual Enumeration shall be made within three Years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten years, in such Manner as they shall by Law direct.

9This information is considered pre‐decisional and is presented as part of the Government's ongoing market research effort, in accordance with FAR Part 10.

PRIMARY USES OF DECENNIAL CENSUS DATA

Apportion representation among states as mandated by Article 1, Section 2 of the United States Constitution

• Draw congressional and state legislative districts, school districts and voting precincts

• Enforce voting rights and civil rights legislation

Help guide trillions of dollars in federal funds distribution

• Inform tribal, federal, state, and local government planning decisions

Data backbone for a decade

• Inform business and nonprofit organizations for making decisions

• Provide population benchmark for nearly every other representative survey in the US

10This information is considered pre‐decisional and is presented as part of the Government's ongoing market research effort, in accordance with FAR Part 10.

• The results of the census help determine how trillions of dollars in federal funding are spent every year, ensuring communities get its fair share for schools, hospitals, roads, and public works.

• The results also inform how funding is allocated to federal programs, including Medicaid, Head Start, block grant programs for community mental health services, and the Supplemental Nutrition Assistance Program.

• Census results are also valuable to businesses, as business owners rely on census data to make decisions, such as where to open new stores, factories, and offices;

where to expand operations; where to recruit employees; and which products and services to offer.

Response to Questions

Mark Markovic

38This information is considered pre‐decisional and is presented as part of the Government's ongoing market research effort, in accordance with FAR Part 10.

TOPIC: GOVERNMENT FURNISHED INFORMATION

Question: Will the Census Bureau provide information related to the existing environment, documentation, tools list, etc.?

Answer: We plan to release additional information as needed with the solicitation.

39This information is considered pre‐decisional and is presented as part of the Government's ongoing market research effort, in accordance with FAR Part 10.

TOPIC: BACKGROUND INVESTIGATIONS

Question: How long is the typical time needed for security processing?

Answer: Currently, the adjudication of the Census non‐sensitive public trust clearance Background Investigations (BI) for U.S. citizens typically takes between 1‐2 months, and for foreign nationals it takes up to 4 months or longer.

The Government expects the contractor to provide support and monitor the on‐ boarding clearance process and training for all personnel, to include subcontractors. Clearance documentation submitted shall go through Contractor’s quality assurance review prior to submission to Census Bureau and have minimal issues on accuracy, completeness, and timeliness for requested deadlines.

40This information is considered pre‐decisional and is presented as part of the Government's ongoing market research effort, in accordance with FAR Part 10.

TOPIC: BACKGROUND INVESTIGATIONS

Question: Are there additional clearance requirements (such as Secret, Top Secret, etc.)?

Answer: For the DTAM procurement, there are no additional clearance requirements beyond the Census BI for non‐sensitive public trust clearance.

Question: Are non‐citizens permitted as part of the security processing?

Answer: Foreign Nationals are eligible to support the DTAM procurement but must reside within the U.S. for 3 out of the last 5 years. This is also a requirement for U.S.

citizens. All work shall be performed in the U.S.

41This information is considered pre‐decisional and is presented as part of the Government's ongoing market research effort, in accordance with FAR Part 10.

TOPIC: APPLICATION MODERNIZATION

Question: Is the government's focus on building the platform itself or modern applications that need to be built?

Answer: The focus of this procurement will be modern application development.

Question: Could the government provide more specifics on the desired modernization technologies and new applications, particularly those that are priorities for early deployment?

Answer: Task 4 of the Draft PWS, Application Management Services, requires application rationalization services for the Decennial Census Programs to determine the desired modernization plans (i.e., refactor, rehost, re‐platform, retain, retire, etc.)

42This information is considered pre‐decisional and is presented as part of the Government's ongoing market research effort, in accordance with FAR Part 10.

Question: The "Complexity" bullet mentions both IT transformation services and cloud native application development. Additionally, 100+ applications are mentioned. Are all these applications to be developed as cloud native applications, or are some of them already existing and need to be transformed? If the latter, can you provide an estimate of the mix (e.g., 50/50)?

Answer: In the Draft PWS ‐ Task 4 Application Management Services, the Cloud Migration subtask requires migrating applications from on‐prem to the cloud. The Application Rationalization sub‐task will identify the modernization approach.

43This information is considered pre‐decisional and is presented as part of the Government's ongoing market research effort, in accordance with FAR Part 10.

Question: Regarding ‘Application & Data Security’ ‐ Are there any remote device/mobile integration needs for infield personnel such as surveyors who interview members of the community?

Answer: The DTAM procurement does not plan to support any remote device/mobile integration requirements.

44This information is considered pre‐decisional and is presented as part of the Government's ongoing market research effort, in accordance with FAR Part 10.

TOPIC: SCALED AGILE FRAMEWORK

Question: How does the Census Bureau envision the integration of Scaled Agile Framework (SAFe) within existing processes?

Answer: The integration of SAFe within existing processes is part of the requirements under Task Area 2 of the draft PWS.

45This information is considered pre‐decisional and is presented as part of the Government's ongoing market research effort, in accordance with FAR Part 10.

TOPIC: SSN/RFI CLARIFICATION

Question: Of the 3 bullets in SSN/RFI section "Data, Data Systems, and Data Governance", should bullets 1 and 2 be considered part of the same question, with bullet 3 being its own separate second question?

Answer: Yes, bullet 2 is related to your experience identified in bullet 1. We have issued an amendment to the SSN/RFI on December 8th, that combines the two bullets.

46This information is considered pre‐decisional and is presented as part of the Government's ongoing market research effort, in accordance with FAR Part 10.

TOPIC: CLOUD SERVICE PROVIDERS

Question: Do you have a preferred cloud service provider?

Answer: One of our architectural tenets for the Decennial Census Programs is to support a multi‐cloud environment to leverage best practices and services available among cloud providers. Decennial plans to leverage the Census Bureau's Cloud Services BPA for its cloud service providers.

47This information is considered pre‐decisional and is presented as part of the Government's ongoing market research effort, in accordance with FAR Part 10.
