About this file
This document is a 10-Day Posting – Notice of Intent to Award Sole Source Contract from Orange County, Florida, focusing on establishing a sponsorship agreement for refinishing and branding the hockey rink at Barber Park. The county seeks a Hockey Industry Brand or Team Franchise to cover the approximately $50,000 rink refinishing cost and brand the rink's playing surface. The sponsorship will involve a 5-year revenue recovery arrangement through advertisement placements within the rink space, with all advertisements subject to mutual approval. Currently, the Solar Bears Ice Hockey Franchise is identified as the only potential sponsor, and vendors interested in meeting the requirements are invited to contact Patricia Rigby by 5:00 PM on October 8, 2025.
The minimum requirements for the sponsor include demonstrating experience with hockey facility branding, providing full financial coverage of refinishing costs, collaborating on community events and engagement, and agreeing to the county's revenue recovery terms. A key disclaimer notes that advertising revenue is not guaranteed to fully offset the upfront refinishing costs. If no qualified responses are received by the deadline, Orange County will proceed with awarding the sponsorship agreement on a sole source basis to the Solar Bears Ice Hockey Franchise, effectively making them the default sponsor for this community recreation facility improvement project.

10-Day Posting – Notice of Intent to Award Sole Source Contract
The Orange County, Florida is interested in establishing a sponsorship agreement for the refinishing and branding of the hockey rink located at Barber Park, a community facility serving a wide range of local leagues and public recreation users.
The Barber Park hockey rink surface requires a substantial refinishing valued at approximately $50,000. To enhance the facility and offset refinishing costs, the County intends to enter into a sponsorship agreement with a qualified Hockey Industry Brand or Team Franchise to brand the rink’s playing surface.
Under this arrangement, the selected sponsor would bear the cost of refinishing the rink. Thereafter, the County and the sponsor would engage in a revenue recovery arrangement through the placement of advertisements within the rink space for a period of 5-years. All advertisements will be subject to mutual approval between the County and the facility sponsor.
Research conducted to date indicates that the Solar Bears Ice Hockey Franchise is the only known potential sponsor currently positioned to support this community-based project and revenue recovery arrangement.
MINIMUM REQUIREMENTS
A qualified sponsor must:
• Demonstrate experience with branding and sponsorships related to hockey facilities or community recreation spaces.
• Provide full financial coverage of rink refinishing costs as an upfront cost (approx. $50,000).
• Collaborate with the Parks and Recreation Division on community events and community engagement opportunities related to hockey.
• Collaborate with the County on placement and approval of advertisements within the rink.
• Agree to revenue recovery terms as established by the County.
Disclaimer: Revenue generated from advertising placements within the rink are not guaranteed to yield a profit and may serve only as a partial offset of the upfront refinishing costs.
Any vendors or organizations that believe they can meet these requirements are invited to contact Patricia Rigby at Patricia.Rigby@ocfl.net no later than 5:00 PM (local time), October 8, 2025.
If no qualified responses are received by the deadline, the County will proceed with awarding the sponsorship agreement on a sole source basis to the Solar Bears Ice Hockey Franchise.
