About this file

This is a Stormwater Management Report prepared by TLP Engineering Consultants for Orange County, Florida, detailing the design and analysis of the Siplin Road Pond 6749 retrofit project (Contract Y16-900B). The project involves converting an existing non-functional dry detention pond into a wet detention pond with a Bio-Sorption Activated Media (BAM) filter system to improve water quality treatment in the Black Lake Watershed. The retrofit design includes excavating the pond to a depth of 97.1 feet NAVD88, reconstructing maintenance berms with varied side slopes (1:4 to 1:3), installing a 1,650.5-square-foot BAM filter with a 2-foot minimum thickness, placing approximately 105 linear feet of perforated 6-inch underdrain pipe, constructing a modified Type D control structure, and installing approximately 98 linear feet of 18-inch reinforced concrete pipe outfall with supporting infrastructure including two new manholes and mitered end sections. The project encompasses approximately 0.70 acres of disturbed areas requiring erosion and sediment control, with sodding of approximately 1,600 square yards upon completion. A non-mandatory pre-bid meeting was scheduled for June 30, 2025, and sealed electronic bids were due by 4:00 pm EST on Tuesday, July 29, 2025, via the OpenGov e-Procurement Platform. The estimated construction cost is $232,363.52, with substantial completion required within 210 consecutive calendar days and final completion within 240 days from the Notice to Proceed, subject to liquidated damages of $500 per day for delays.

The BAM filter system is designed for a 20-year service life with approximately 80 percent and 95 percent removal efficiencies for total nitrogen and total phosphorus, respectively, with an estimated future replacement cost of $152,620.57 (assuming 3 percent annual inflation). Hydraulic analyses using ICPR modeling demonstrated that the proposed wet detention pond design reduces peak stages and outflows compared to existing conditions across all design storm events (mean annual, 10-year, 25-year, and 100-year/24-hour storms). The permanent pool volume of 1.77 acre-feet exceeds the St. Johns River Water Management District minimum requirement of 1.75 acre-feet, and the treatment volume of 0.93 acre-feet achieves the required drawdown within 72 hours through a 2.5-inch orifice. The project requires a St. Johns River Water Management District individual permit demonstrating net water quality improvement, NPDES compliance for construction dewatering, and compliance with Orange County Code and FDOT standards. The contractor is responsible for obtaining necessary permits and conducting all related utility coordination. Retainage will be held at 5 percent of progress payments, and the contract will be awarded to the lowest responsive and responsible bidder. The report documents three design alternatives evaluated before selecting the wet pond with side bank BAM filter configuration and includes detailed hydraulic, geotechnical, and cost-benefit analyses supporting the final design recommendation.

1. GENERAL INFORMATION

The Orange County Public Works and Orange County Environmental Protection Division has retained TLP Engineering Consultants Inc. (TLP) to design and prepare a set of construction plans to retrofit Orange County’s existing Pond 6749 in Orange County, Florida. All work for the pond retrofit will be within Orange County’s Right-of-Way.

This drainage retrofit project is to modify the existing detention pond and add a side bank filter as part of an initiative of Best Management Practices within the Black Lake Watershed.

1.1. Project Location

The project is located within the western portion of Orange County, at the eastern end of Siplin Road, in the City of Winter Garden. The project is located within Section 27, Township 22 South, Range 27 East. The limits of the project are shown on the Project Location Map and a reproduction of the USGS Quadrangle Map for the project is shown in Appendix A, Figures 1 and 2, respectively.

1.2. Purpose

The stormwater management report has been prepared according to the Scope of Services to document the project’s proposed pond retrofit with regards to the permitted drainage design criteria, stormwater pond design and stormwater conveyance systems. TLP has reviewed the existing record documents, performed field reviews, and studied the proposed pond retrofit best management practices and design to gain a clear understanding of the stormwater requirements associated with this project.

1.3. Vertical Datum Information

The proposed stormwater management design is referenced to the NAVD 88 vertical datum, unless otherwise noted. The historic plans are based on the NGVD 29 vertical datum. Existing elevations were converted using Elev. NGVD29 – 0.922-ft = Elev. NAVD88. Please refer to Appendix I for the VERTCON datum conversion.

1.4. Existing Drainage Patterns

1.4.1. Pre-Project Conditions

Pond 6749 is an existing dry detention pond and receives stormwater runoff from a medium-density single family residential land use via existing storm sewer systems. The contributing drainage area consists of approximately 7.45 acres, 2.98 acres of impervious and 4.24 acres of pervious ground cover. Land use is single-family residential. Pond 6749 discharges to Black Lake Watershed and ultimately Black Lake after providing water quality treatment and peak discharge attenuation for the 25-year/24-hour storm event.

1.5. Tailwater

All tailwater data for this project was retrieved from the surveyed wetland seasonal high-water elevations, as shown on Figure 3, in Appendix A.

1.6. Floodplain Impacts and Mitigation

Based upon FEMA FIRM Map #12095C0215H, effective September 24, 2021, the are no floodplain boundaries encompassing Pond 6749 as the pond area is designated as Zone X.

Zone X indicates that no base flood elevation is determined in this area and is designated as an area of minimal flood hazard. Please refer to the FEMA Map in Appendix H.

1.7. Geotechnical Data

The USDA Web Soil Survey was used to review the soil types in the Pond 6749 project vicinity. Two (2) existing soil types were found within the project limits and are shown in Table 1. The soil types found within the project corridor consists of A/D and B/D hydrologic group soils. These soil types are attributed to high groundwater tables and are considered poorly drained soils. Please refer to the USDA Soil Resource Report in Appendix K.

Table 1. Soil Types and Characteristics

Soil Symbol Soil Name Hydrologic

Group

37 St. Johns fine sand B/D 44 Smyrna-Smyrna, wet, fine sand, 0 to 2 percent slopes A/D

Detailed geotechnical soil borings were performed by Antillian Engineering Associates, Inc.

The study conducted two auger-borings located on the banks of the pond. The borings encountered groundwater at depths of six feet and ten feet below the existing ground surfaces elevations of 104.6 and 104.4 feet, respectively. The Geotech study recommends setting the estimated seasonal high groundwater elevations at 98.60 feet. The results for groundwater table and estimated SHWT are included in a separate geotechnical report included in Appendix L.

1.8. Rules & Regulations/Regulatory Agency Coordination

The project is located within the jurisdiction of the St. Johns River Water Management District (SJRWMD). The existing pond was permitted under FDEP rule 17-25 when it was constructed in 1985. A pre-application meeting was held on April 26, 2022, see Appendix G.

The project will require an individual permit showing net water quality improvement.

1.8.1. Existing Stormwater Management

The existing dry detention pond 6749 was designed for the residential stormwater runoff areas. The pollution abatement and recovery volume and sizing of the pond and outlet structure has been checked by calculation using the areas and the weighted curve numbers for the existing land use conditions.

1.8.2. SJRWMD Stormwater Treatment Criteria

The project is located within the SJRWMD jurisdiction. Treatment criteria per Section

22.2 of the Permit Information Manual for this on-line pond is the greater of 1.0 inch over basin area or 2.5 inch over impervious area with an additional 0.5 inch of runoff when using filter media. Recovery criteria per Section 22.3 of the Permit Information Manual for this pond is to recover the entire treatment volume within 72-hours following a storm event.

2. PRE-RETROFIT ANALYSIS

2.1 Best Management Practices Evaluation Technical Memorandum Geosyntec Consultants conducted a detailed Best Management Practices (BMP) evaluation in order to support the overall pollutant reduction goals for the Black Lake Watershed in Orange County, Florida. The memo documented the efforts and results of the BMP feasibility of three sites owned and selected by Orange County. Siplin Road Pond 6749 was selected due its proximity to Black Lake. The memo suggests the use of Bio-Sorption Activated Media (BAM) filter in this BMP project and provided an analysis for potential BMP design options. See the BMP Evaluation Technical Memo (BMP Tech Memo) located in Appendix J for additional details.

2.2 Existing Pond Functionality

Historical data has shown that the existing pond is not performing as designed and has shown significant groundwater inundation. Ultimately, it is not performing as a dry detention pond. TLP conducted a field visit on June 1st, 2021 and verified the conditions shown from historical aerials, which are consistent with the findings in the BMP Tech Memo. See Appendix F for field visit pictures.

The 6” underdrain is not working properly due to the flow line of the underdrain being lower than the control structure pipe flow line which does not allow for positive outflow.

The survey obtained for the proposed improvements also shows the existing pond bottom to be approximately 1.5-feet lower than was originally designed. The plans for the existing Pond 6749 can be found in Appendix M.

3 POND 6749 RETROFIT (PROPOSED) ANALYSIS

3.1 Proposed Design Analyses

The proposed pond design is a wet detention pond utilizing a side bank BAM filter system and a proposed control structure. This system hydraulically functions properly with positive drainage through the side bank filter and perforated with an invert elevation two feet below the normal water elevation of 98.60-ft and discharges into the proposed control structure. The outfall pipe of the control structure acts as the control elevation with a flowline of 98.60-ft. The PPV was able to be achieved by reconstructing the pond with a

1:4 side slope on the East side and a 1:3 side slope to 2 feet below the normal water elevation on the North, South, and West side. See calculations in Appendix B.

The post-retrofit drainage basin boundary delineations are the same as the existing condition. All outfall locations remain the same as in the pre-development condition. Land use types remain the same as in the pre-development condition. Additionally, the proposed post-development stormwater management system will mimic existing drainage conditions, with the use of BAM filtration system and a pond control structure.

3.2 Stormwater Treatment Volume

Using the total basin area of 7.45 acre and total impervious area of 2.98 the water quality treatment volume was able to be calculated per SJRWMD Application’s Handbook section 22.2. The 1 inch over the basin area calculated to 0.62 ac-ft, and the 2.5 inch over the impervious area calculated to 0.62 ac-ft as well. Accounting for the additional

0.5 inch as stated in section 1.8.2 of this report. The total required pollution abatement volume calculated to 0.93 ac-ft. This set the treatment weir elevation at 101.75-ft, providing a total treatment volume of 0.93 ac-ft of treatment volume. The drawdown orifice for the wet detention pond was sized to be 2.5 inches in diameter to provide a drawdown of the treatment volume within 72 hours (Section 23.3 SJRWMD Application Handbook), providing the drawdown in 59.60 hours. The SJRWMD required PPV for this project is 1.75 ac-ft per SJRWMD Application’s Handbook section 26.1. The proposed pond provides 1.77 ac-ft of PPV.

3.3 Design Storm Events

ICPR Version 4.0 was used to compare the pond’s existing conditions to alternatives conditions with the use of four (4) design storm events. The models used Orange County rainfall distribution curve built-in to ICPR.

a. Mean Annual/24-hour: 4.5 inches of rainfall

b. 10-year/24-hour: 7.5 inches of rainfall

3.7 BAM System Analysis and Functionality

The proposed wet detention pond design will treat the stormwater through two types of pollutant removal processes. The first of which will be the treatment volume from the normal water level to the designed overflow weir via the control structure (CS-1). The second pollutant removal will provide the drawdown of the pond via flow through the BAM side bank filter system removing pollutants phosphorus and nitrogen. The 6” pipe conveying the drawdown will have a 2.5” orifice at the normal water elevation 98.60. A two-foot-thick BAM layer has been designed to achieve approximately 75% removal of total nitrogen and 95% removal of total phosphorus. Additionally, the PPV will create a settling condition in which the removal of particulates and associated pollutants will increase the proposed pond’s removal efficiency.

The BAM filter surface area is calculated based on manufacturer specifications and uses the water quality volume, a factor of safety of 2, BAM permeability of 0.83 ft/hr and a drawdown time of 72 hours. The minimum BAM media filter surface area calculated to be 1,357.61 square feet. To achieve a 20-year lifespan accounting for orthophosphate adsorption, the surface area was increased to 1,583.87 square feet. Accounting for a minimum of two feet of filter thickness, the minimum volume of BAM filter computed to being 3,167.75 cubic feet. The media filter provided is 3,658.60 cubic feet due to the surface area needed and depth to the 6-inch perforated pipe. The BAM filter surface area provided is 1,650.5 square feet. See Appendix B for details of calculations.

As discussed in the Black Lake Watershed BMP Tech Memo, Section 3.4.1.1, due to the existing pond not functioning as designed and the probable interception of groundwater into the underdrains, the removal efficiencies of the existing conditions are assumed to be zero.

The software program BMP trains was used to analyze the existing versus the proposed total nitrogen and total phosphorus load reductions. The removal efficiency by converting to a wet detention pond with a BAM side bank filter yields a removal efficiency for Total Nitrogen and Total Phosphorus of 80% and 95%, respectively. Table 3 below summarizes the results. The results from BMP Trains can be found in Appendix D.

3.8 BAM Filter Maintenance / Replacement

Filter inspection is anticipated to be completed annually to ensure the filter is operating appropriately. The expected service life of the filter is approximately 20-years and will likely need to be replaced at this interval to maintain the required removal efficiencies.

The estimated future cost (assuming 3% inflation per year) is approximately $152,620.57. See Appendix E.

4 STORM DRAIN, POND CONTROL STRUCTURE AND POND

CONSTRUCTION

The proposed pond retrofit design (Alternative 2) consists of removal of the existing 6” underdrain and reconstruction of the pond maintenance berms and side slopes. Additionally, this reconstruction will cause for the removal of two (2) mitered end sections. These mitered end sections will be replaced with proposed mitered ends sections along with 2 manholes and pipe connections to outfall the existing storm sewer systems into the proposed wet detention pond at elevation 96.60 NAVD88 each, 2 feet below the normal water level. The pond’s existing control structure and outfall pipe will be removed and a proposed Type D modified DBI control structure will be constructed with an 18” reinforced concrete pipe outfall and a mitered end section. This control structure will include construction a top grate at elevation

103.0 and a 8”W x 1.31’H overflow weir at the proposed invert elevation 101.75 feet NAVD88 to accommodate the treatment volume required. Additionally, a BAM filter connection will be constructed to the control structure with a 6” PVC pipe capped with a 2.5-inch opening at the connection into the control structure (CS-1). This control structure will also include a skimmer 28”Lx16”Hx61”W. See Appendix B, Pond Design plan sheet.

4.1 Proposed Construction Plans

Due to the disturbed soil area being less than one (1) acre, a stormwater pollution prevention plan is not required. The area of Pond 6749 improvements is approximately

0.70 acres. The Contractor is responsible for submitting an NPDES and de-watering permit for construction.

4.2 Skimmer Head Loss Analysis

During large storm events pond stormwater will enter the modified ditch bottom inlet, Type D control structure through the weir. To analyze if significant rise in the pond’s design high water elevation will occur due to the skimmer’s flow area restricting the weir’s flow, a skimmer head loss analysis was performed. The analysis showed that the skimmer’s flow area was three times larger than the weir flow are The designed skimmer size was within FDOT’s standard index 425-070 at 28” Lx18”Hx61”W.
