About this file
This document is a solicitation notice from Orange County, Florida, seeking to establish countywide master agreements for Liquid Polymers for its Wastewater Treatment and Water Reclamation Facilities. The county intends to award two master agreements to CedarChem, LLC and Polydyne, Inc., the only known suppliers capable of meeting their requirements, due to limited market competition. The solicitation seeks non-toxic liquid polymers for use in Gravity Belt Thickeners (GBTs), Belt Filter Presses (BFPs), and centrifuges, with specific performance requirements including total solids cake percentages and capture rates. Interested vendors are invited to contact Kaitlin Kolhoff by 5:00 PM on Friday, April 11, 2025, to potentially qualify for the contract.
The document reveals that Orange County processes millions of gallons of wastewater daily, using advanced solids-handling processes that require high-performance polymers. The county's supplier requirements include having clients with similar-sized waste water utilities, conducting full-scale testing at no cost to the county, and formulating distinct polymers for different equipment types. Polymer selection will be based on the lowest cost and highest effective rate. If no qualified responses are received by the deadline, the county will proceed with awarding the contracts on a sole-source basis to the two identified suppliers. This approach stems from a decade of limited competition in the liquid polymer market, with only two suppliers consistently responding to the county's solicitations since 2020.

Y25-05-SS
Orange County, Florida is interested in establishing countywide master agreements (term contracts) for Liquid Polymers for Orange County Utilities Wastewater Treatment and Water Reclamation Facilities.
Research has indicated that for the past decade competition in this industry is limited. Since 2020 the County has publicly advertised various site-specific solicitations consistently resulting in responses from only CedarChem, LLC, a subsidiary of Solenis International, LLC, and Polydyne, Inc., a subsidiary of SNF Holding Company, indicating that CedarChem, LLC, and Polydyne, Inc., are the only suppliers able to meet the County’s requirements.
Therefore, the County hereby gives public notice of its intent to award two master agreements to the two only known sources, due to limited competition in the market.
Minimum capabilities are listed below:
Orange County operates municipal wastewater treatment and water reclamation facilities serving residential, commercial, and industrial customers throughout the region. The facility processes millions of gallons of wastewater daily, using a combination of biological treatment, clarification and advanced solids-handling processes. To enhance sludge thickening and dewatering, the County employs Gravity Belt Thickeners (GBTs), Belt Filter Presses (BFPs), and high-shear centrifuges— each requiring high-performance polymers to meet stringent regulatory and operational targets for solids capture and cake dryness. The County’s focus on effective polymer usage ensures compliance with environmental regulations, minimizes sludge volume, and supports cost-effective, sustainable wastewater management.
REQUIREMENTS
• Suppliers must have clients and successfully performed contracts with waste water utilities similar in size and magnitude to Orange County Utilities.
• Suppliers must conduct full-scale testing at no cost to the County.
• Suppliers must formulate distinct polymers for Gravity Belt Thickener (GBT), Belt Filter Press (BFP), and centrifuges subject to the County’s lab testing for efficiency.
Polymer selection for each site is made on the basis of lowest cost/highest effective rate of the chemical.
• Non-Toxic Liquid Polymer, delivered by the pound, must consistently achieve the following gallon per minute rates (gpm) and total solid concentrations (TS):
1. GBT: 5% total solids cake at >98% capture (operates - 350 gpm; feed 0.5–
1.1% TS).
2. BFP: 14% total solids cake at >90% capture (operates - 60 gpm; feed 2.5–
4.0% TS).
3. Centrifuge: 18% total solids cake at >95% capture (operates - 180 gpm; feed
3–5% TS).
Any vendors meeting all of the County’s minimal requirements are invited to contact Kaitlin Kolhoff by phone at (407) 836-5438 or by email at Kaitlin.Kolhoff@ocfl.net no later than by 5:00 PM (local time), Friday, April 11, 2025.
If no qualified responses are received by the deadline, the County will proceed with awarding the contracts on a sole source basis.
