This is a Request for Proposals (RFP) issued by Orange County, Florida, specifically for a Fire Station Location Study (RFP #Y24-600-KS). The County is seeking a comprehensive professional consulting service to evaluate its current fire station infrastructure and develop strategic recommendations. Sealed electronic proposals will be accepted until 4:00 PM local time on Tuesday, October 10, 2023, through the OpenGov Procurement portal. The contract is anticipated to have a six-month term, with the consultant required to complete a draft project report within four months and a final report within six months of contract award. Specific deliverables include recommendations for potential fire station relocations, unit redeployment strategies, and identification of future station locations to meet anticipated service level increases. The study will be funded through Orange County's procurement process, with milestone payments tied to project plan submission (20%), assessment (40%), and final study completion (40%). The consultant must adhere to performance indicators from the Center for Public Safety Excellence and be prepared to present findings to the Board of County Commissioners.

INTRODUCTION AND OVERVIEW
The purpose of this study is to provide a comprehensive assessment of the status of the inventory of fire stations operated by the Orange County Fire Rescue Department (OCFRD), and its capacity to meet current and projected service demands. The Consultant shall evaluate the current functionality and distribution of fire stations throughout Orange County, and provide a prioritized list of recommendations to improve operational efficiency and ability to meet response objectives.
The County is seeking an analysis and recommendation for each of the following:
• Improving the adopted standard of cover and community risk analysis, incorporating all metrics of effective measurement, to better serve the citizens of
Orange County.
• Based upon the adopted standard of cover, consisting of community risk and industry best practices, determine the quantity of fire stations the County should have and where the stations should be located, or relocated, for the most cost effective and efficient service.
• The threshold by which the design and construction of a planned new fire station begins.
BACKGROUND
Section 1.01 Fire Rescue Department OCFRD is the largest fire department in central Florida, and the fourth largest in the state. The department currently operates 44 fire stations throughout its jurisdiction, which consists of unincorporated Orange County as well as the municipalities of Belle Isle, Eatonville, Edgewood, and Oakland. The estimated resident population is approximately 950,000, with an area of approximately 740 square miles.
Section 1.02 Orange County Orange County is the fifth most populous county in Florida, with a total population of nearly 1.5 million. Additionally, the Orange County Convention Center is the second largest in the country, hosting an average of nearly 200 events annually.
PROJECT SCOPE AND OBJECTIVES
The County shall make all reasonable efforts to provide the consultant with any resources needed in pursuit of the project objectives, including copies of policies, procedures, historical data, and site access. Any such information provided shall not be shared with outside parties without prior written permission from the County.

Section 1.03 Objective 1: Review Current Allocation of Resources
The consultant shall review the location and condition of all operational facilities, to include fire stations as well as support facilities. This review shall include, but not be limited to, considerations such as adequacy of space, state of repair, accessibility, and ownership status. For fire stations, this review shall also include an assessment of all mobile resources assigned, whether front-run or reserve.
The deliverable for this objective shall consist of a qualitative analysis of each facility in addition to a quantitative or categorical rating. The methodology for this rating system shall be consistently applied and clearly delineated. Comparable jurisdictions analysis and contrast shall be used in all instances, as possible.
Section 1.04 Objective 2: Evaluate Current Response Benchmarks
The consultant shall review the response benchmarks established through OCFRD’s standards of cover document, as well as the recent system performance in accordance with these benchmarks.
The deliverable for this objective shall consist of a comparative analysis between the response standards adopted by OCFRD and those of other fire service agencies. These agencies should include career agencies from throughout the state of Florida as well as like-sized agencies from around the country, with particular emphasis on agencies that are accredited through the Commission on Fire Accreditation International (CFAI).
The study shall include all components of response time, specifically, call processing time, turnout time, and travel time by district to include reliability and availability. Raw data to be summarized in such a way to utilize for availability and reliability. An executive summary of unit availability shall be part of the study. Travel time comparisons shall include consideration of population density as defined by the agencies surveyed.
Section 1.05 Objective 3: Forecast Future Demands for Service
The consultant shall project future demands for fire service throughout OCFRD’s jurisdiction, using an established and appropriate methodology. The deliverable for this objective shall consist of two forecasts, a short-term (5 year) and a long-term (10 year). Each forecast shall contain a minimum of three (3) scenarios for future development, consisting of outcomes resulting in low, moderate, and high increases to service demands.
Section 1.06 Objective 4: Recommend Changes to the Existing System
Based upon the output of the previous objectives, the Consultant shall provide a specific list of recommendations for OCFRD to most efficiently improve its ability to provide all hazards emergency response services. The deliverable for this objective shall consist of a list of recommendations, categorized according to the timeline for implementation: 0-5 years, 5-10 years, 10+ years.

4. The Consultant shall provide a complete report of the study results. The final report and all statistical analysis shall be provided to Orange County digitally.

6. Upon request from the County, at no additional cost, the Consultant shall appear before the Mayor and Board of County Commissioners in an open meeting to discuss the study.
While the focus of this project is identifying the need for additional fire stations, this list should also include any recommendations to adjust OCFRD’s adopted benchmarks, based upon the comparative study conducted through Objective 2. In addition, the recommendations should include the identification of appropriate triggers to add additional resources. An example of this would be a minimum acceptable availability for a response unit.
