About this file
This document is a solicitation for Odor and Corrosion Control Services issued by Orange County Utilities Department in Florida, specifically targeting a comprehensive solution for managing hydrogen sulfide (H2S) gases in wastewater collection systems. The county is seeking a qualified contractor to provide a complete odor and corrosion control service package, which includes supplying chemicals, installing and maintaining storage and injection equipment, and implementing both liquid and vapor phase control methods. The solicitation requires the contractor to deliver and inject an ammonium calcium nitrate double salt solution capable of reducing dissolved sulfide concentrations, and to provide rental bio-filter systems that can manage design flows up to 18,000 CFM. Vendors have until 5:00 PM EST on August 21, 2023, to review and potentially respond to the opportunity.
The document highlights that Evoqua Water Technologies LLC is currently the sole provider of Bioxide, the preferred chemical solution for H2S reduction. The successful contractor must maintain a supply chain of over 200,000 gallons of the specified chemical solution annually, be available 24/7 for emergency responses, and have at least two full-time professional engineers on staff. The contractor will be responsible for optimizing chemical dosages, monitoring gas levels, providing monthly effectiveness reports, and maintaining all related equipment at their own expense. The scope includes servicing various Orange County Utilities Pump Stations and demonstrates a technical, service-oriented procurement approach focused on precise chemical and mechanical odor control solutions.

ODOR AND CORROSION CONTROL SERVICES
FOR ORANGE COUNTY UTILITIES
The Orange County Utilities Department, Field Services Division, is looking for a qualified contractor to provide odor and corrosion control services.
To counteract the formation and control the concentration levels of H2S gases, Orange County Utilities has adopted an industry standard practice of injecting an aqueous solution of ammonium calcium nitrate double salt, tailored to have maximum favorable impacts in our wastewater collection system. The injection of the solution (Liquid Phase) is complemented by using bio-filters (Vapor Phase), which are rented as part of a complete odor and corrosion control service package.
To-date, research within the industry has indicated that Evoqua Water Technologies LLC is the sole provider of Bioxide, an ammonium calcium nitrate solution frequently used by Utility Operators to achieve an effective reduction of H2S levels in its liquid phase. In addition, Evoqua manufactures and services odor control equipment for the vapor phase reduction of H2S concentrations.
The successful provider of the Orange County’s Odor and Corrosion Control Services shall comply with the following conditions:
a) The Contractor shall provide a complete service for odor and corrosion control including the supply of chemicals and the installation, operation, maintenance, and removal of all related storage, feed, and control/monitoring equipment necessary to achieve the odor control goals of the County.
b) The equipment to achieve odor and corrosion control shall be provided at the expense of the Contractor who shall maintain ownership, operation, and maintenance of said equipment.
c) The Contractor shall manufacture and deliver ammonium calcium nitrate double salt containing a minimum of 3.5 pounds of nitrate-oxygen per gallon and having a minimum specific gravity of 1.42. The offered solution shall be able to reduce dissolved sulfide concentrations to <0.1 mg/L at the specified monitoring points and/or as needed to eliminate odor complaints within the treatment area. The crystallization point of the material shall be less than -20 degrees Fahrenheit.
d) The Contractor shall have the capacity to maintain a supply chain of more than
200,000 gallons of the specified ammonium calcium nitrate solution per year to various Orange County Utilities Pump Stations.
e) The Contractor shall be responsible for optimizing dosages, monitoring gas levels, and providing monthly reports which show effectiveness of both the chemical solution and mechanical equipment.
f) It shall be the Contractor’s responsibility to coordinate delivery, installation, and removal of all chemicals and equipment with the County, within a timeframe agreed on by both parties.
g) The Contractor shall maintain the storage and injection systems of each pump station.
h) The Contractor shall be available to respond to odor control emergencies and citizens’ complaints 24 hours per day, 365 days a year.
i) The Contractor shall provide a summary of the delivered, installed, and removed equipment at the time of such action or as directed by the County.
j) The Contractor shall be an established company with experience in manufacturing, delivering, installing, adjusting, servicing, and repairing vapor phase technology equipment such as bio filters and polishing air scrubbers
k) The Contractor shall have the manpower and technical knowledge to offer additional maintenance services, troubleshooting and repairs when necessary, to a diverse range of bio filters and air scrubbers owned by the County even if the equipment manufacturer is other than the Contractor.
l) The Contractor shall supply, by way of rental, a series of bio-filter systems designed to manage design flows of up to 18,000 CFM and with an average Hydrogen Sulfide design concentration ranging from 10 to 500 (ppmv) while discharging air to less than 1 ppm H2S.
m) The installation, servicing, monitoring, and maintenance of the bio-filter system shall be the responsibility of the Contractor.
n) The Contractor shall have sufficient qualified personnel available to meet the objectives and requirements of the odor and corrosion control services and shall maintain an experienced and competent engineering staff with at least two full-time professional engineers as employees.
Any vendor that wishes to determine if they meet the County’s requirements is invited to contact Kaitlin Kolhoff, Contracting Agent, Kaitlin.Kolhoff@ocfl.net, This information will be available for review until 5:00 PM EST, on August 21, 2023.
