About this file
Orange County, Florida has issued a Request for Proposals (RFP) #Y22-817-RC for Design Services for the Wekiwa Spring Septic Tank Retrofit Project - Phase 4 and Above. The project aims to provide professional engineering services for constructing a multi-phase public gravity sewer system to serve up to 1,500 residential parcels within the Wekiwa Springs Septic Tank Retrofit Project area. Sealed electronic proposals are due by 4:00 PM on Tuesday, July 12, 2022, through the OpenGov Procurement portal. A non-mandatory pre-proposal conference will be held virtually on Friday, June 17, 2022, at 10:00 AM. The county anticipates awarding two contracts: the top-ranked firm will be awarded approximately 450 lots across two phases, and the second-ranked firm will be awarded approximately 425 lots within one phase. The project is designed to replace existing on-site sewage treatment systems with a public gravity sewer system to reduce nutrient pollution in the Wekiwa Spring springshed.
The project is funded through a grant from the Florida Department of Environmental Protection's Wastewater Grant Program, with $36,875,000 awarded for the Wekiwa Springs Septic to Sewer Program. The estimated construction contract price is $72,000,000, with the county requiring the design, permitting, and construction administration to be completed within a 12-month period for each assigned phase. The project involves surveying, preliminary engineering, geotechnical and ecological investigations, community meetings, permitting, construction document preparation, funding assistance, and construction administration services. Proposers must have experience with similar wastewater retrofit projects, and the project manager and project engineer must be registered professional engineers in Florida.
