About this file
This document is a solicitation from Orange County, Florida for Ice Pigging Piping Maintenance for the Utilities Field Services Division. The county seeks a contractor to perform preventative maintenance on water distribution piping systems using ice pigging, a pipe cleaning technique that minimizes service interruption. The project involves cleaning 77,000 linear feet of pipes ranging from 2 to 16 inches in diameter, including various pipe materials such as PVC, Ductile Iron, Asbestos Cement, and Cast Iron. The county has identified American Pipe Solutions, Inc. as the sole provider capable of meeting their specific requirements, which include using equipment approved for potable water systems, producing NSF-standard ice slurry, and completing the project within 5 consecutive weeks.
The solicitation requires the selected vendor to provide comprehensive services including pumping ice slurry through water mains using blow-off assemblies or fire hydrants, removing accumulated sediment, and conducting detailed sampling and analysis. The vendor must provide daily lab reports analyzing chemical, biological, and mechanical properties of removed sediments, following guidelines from the American Water Works Association (AWWA) and Water Environment Federation (WEF). Interested vendors are invited to contact the Contracting Agent, Kaitlin Kolhoff, to determine if they meet the county's requirements, with the opportunity for review available until 5:00 PM EST on Monday, March 14, 2022.
