About this file

This document is a Statement of Work (SOW) for a Radiographic Test System solicitation by the Defense Logistics Agency (DLA) Product Test Center in Columbus, Ohio. The procurement seeks to replace an aging Cheetah X-Ray system with a new Real-Time X-ray (radiology) system for non-destructive testing of semiconductors and microcircuits. Key technical requirements include a 160kV electron tube with over 0.5 um feature recognition, automated x-ray flux calibration, adjustable real-time field of view, geometric magnification of 2,046X, a test tray handling 14x14x14 inch samples, ESD-safe equipment, and a modern Windows 11 computer with non-cloud operational software.

The solicitation (SP4706-25-Q-0010) is currently in pre-solicitation status with a delivery timeline of 120 days after contract award. The contractor must provide the X-ray system, on-site installation, initial startup, system diagnostics, and three days of training for up to four participants. Additional requirements include a 1-year preventative maintenance service contract, a 12-month warranty, and compliance with DLA security protocols. Delivery and installation will be coordinated with point of contact Jeremiah Jones or Kedric Jones, with the system to be delivered to the Defense Supply Center Columbus, with specific size and weight constraints for the laboratory environment.

Technical Specifications Radiology (X-ray) Test System DLA Product Test Center, Electronics Lab, VTP

1. Title – Radiographic Test System Requiring Activity: DLA Product Test Center Division, Electronics Lab, located at Columbus, Ohio. Contracting Activity: DLA Contracting Services located in Columbus, Ohio.

2. Introduction The Electronic Product Test Center (EPTC) is looking to acquire a new X-ray system to replace the aging system currently in the facility. The Cheetah X-Ray system currently in the EPTC was purchased in September of 2010 and has had significant down time in recent years due to aging components. Replacing the existing system will increase the up time and enhance the labs capabilities in non-destructive testing. A more modern system is expected to have the benefit of lower operating cost and less frequent repairs and maintenance.

3. Background The Cheetah X-Ray system is nearing 15 years old and is in need of replacement. The X-ray system is used for non-destructive internal visual analysis of semiconductors and microcircuits. Visual analysis is performed by evaluating the consistency between internal components of devices of similar lot date codes. Discrepancies in dye shape, broken bond wires, lead frame geometry, etc. may indicate a compromised supply chain where counterfeit devices are present. Over the previous few years, the existing X-ray system has seen significant down time impacting the EPTC’s ability to perform non-destructive radiographic testing. The down time can be attributed to the difficulty in keeping the older equipment operational. Replacing the system with modern radiographic equipment will improve the quality and efficiency of imaging, reduce operating costs, and increase up time.

4. Scope The contractor is responsible for the shipment, delivery and setup of the new X-ray system. The contractor shall conduct training at the place of performance listed below for the amount specified in this document.

5. Performance Requirements and deliverables The contractor shall provide all labor, tools, transportation, supplies, supervision, etc. (except as noted), necessary to provide one (1) Radiology test equipment (X-ray Inspection system) to the Defense Supply Center Columbus (DSCC), DLA Land and Maritime Product Test Center, Columbus, Ohio. The test system shall meet the following criteria:

Real-Time X-ray (radiology) System with the following criteria:

Shall be new, not refurbished.

It shall be supplied with an Operators Manual.

A 160kV maximum electron tube capable of up to 20W of power and greater than 0.5 um feature recognition. Comment by Callahan, Kendall B CIV DLA LAND AND MARITIME (USA): What kind of tube?

An automated x-ray flux calibration functionality.

An adjustable real-time field of view (FOV) and adjustable magnification for inspection of parts of different forms.

A best focal spot of 1 um at under 3W of power and a focal spot of 20 um when at 20W.

At least a Geometric Magnification of 2,046X.

A test tray capable of handling samples of at least size 14 x 14 x 14 in. and at least 5kg of weight.

The system must be capable of Axis travel sufficient to view a part of size listed in A8 and be capable of a variable tilt of up to 70°.

The system and any other equipment provided shall be ESD (electrostatic discharge) safe.

Capable of using the power hookups provided in the location of installation (Either a power box supplying 208V line-to-line/120V line-to-neutral, 3φ, 60Hz up to 20A or a standard power outlet of 110V and 20A). Comment by Callahan, Kendall B CIV DLA LAND AND MARITIME (USA): Not sure we need this line, can just list out power options A computer with modern windows OS (11) and appropriate software for system operation and defective detection with a graphical user interface (GUI). There may be two separate software or the same software. The computer provided must have sufficient hardware needed to run this as well as any other program being provided with the system.

The system and computer provided must be fully operational without access to the internet and not utilize any cloud-based software and come with a permanent license for said software.

The system must be delivered in a package that fits through a door of 5’10” Wide x 8’ Height.

The final ready-to-operate system must fit in a room of 12’7” Length x 18’6” Width x 9’ Height.

The final system, when unpacked and ready to use, must have a weight less than 2.5 Tons to be supported properly by the laboratory floor. Comment by Callahan, Kendall B CIV DLA LAND AND MARITIME (USA): Where did this limit come from?

The system must be configurable for future upgrades including, but not limited to, computed tomography (CT). This includes attachments to equipment, computers, software, etc. needed for such an upgrade.

A minimum of 3 days of training on site for up to 4 participants must also be provided for the system listed in Criteria A A 1-year preventative maintenance service and calibration contract, including any consumables, that starts after the system is installed.
