About this file

This is Addendum Number 1 to Request for Proposals X001522 issued by the New York State Parks, Office of Parks, Recreation and Historic Preservation, regarding a transportation service concession at Taughannock Falls State Park. The RFP was released on Wednesday, February 11, 2026, with proposals due by 3:00 PM on Thursday, March 12, 2026. The addendum clarifies submission requirements and addresses questions from prospective respondents regarding proposal contents and evaluation criteria. All further inquiries regarding the RFP must be submitted in writing to the Concessions Management Bureau at Concessions@parks.ny.gov and received no later than 3:00 PM on Friday, March 6, 2026.

The addendum addresses a critical financial documentation question, confirming that proposals must include verified financial statements, profit and loss statements, balance sheets, or other commercially reliable written evidence of the respondent's good credit, secure financial standing, and capacity to perform the financial requirements of the License at the time of submission. While State Parks may request additional information from any respondent during the selection process, financial ability is a component of the scoring criteria and must be demonstrated in the initial proposal submission. No incumbent is identified, and no business enterprises have been awarded identical or substantially similar procurement contracts within the past five years.

I. Questions from Prospective Respondents

Questions concerning the above-referenced Request for Proposals (“RFP”) have been raised by prospective respondents.

This Addendum responds only to those questions for which New York State Parks (“State Parks”) has determined that a response is available and appropriate under the circumstances. When possible, multiple questions calling for similar information have been combined. If a specific question or request is not addressed in this Addendum, it was determined by State Parks that a response is not available or was not appropriate or material to the RFP.

Q1. If a respondent’s financial statements are not available prior to the proposal submission deadline, may financial statements be submitted after the deadline?

A1. As outlined in the RFP, proposals must include a verrifed financial statement, profit and loss statement, balance sheet or other commercially reliable written evidence of the respondent’s good credit, secure financial standing, and capacity to perform the financial requirements of the License. State Parks may request additional information from any respondent at any time during the selection process as stated in the RFP but proposals should demonstrate and contain evidence of a respondent’s financial ability at time of submission as this is a component of the scoring criteria.

II. Additional Questions
