Department of Homeland Security Federal Emergency Management Agency (FEMA)
Speaker Bus Maintenance and Support
STATEMENT OF WORK
25 APRIL 2017
Background
The Speakerbus serves as the primary emergency conference bridge system for the Federal Emergency Management Agency (FEMA)/Department of Homeland Security (DHS). The FEMA Operations Center (FOC) is designated as the Executive Agent for oversight and management of notifications and warnings and the associated dissemination process.
The FEMA Operations Center (FOC) and the FEMA Alternate Operations Centers (FAOC-W/FAOC-E) operate and administer separate Speakerbus conference bridge systems to facilitate the rapid notification and deployment of emergency management officials in case of emergencies or disasters and to support FEMA’s all-hazard emergency management mission. The FOC/FAOC-W/FAOC-E issues notifications, alerts, and warnings primarily to the ten (10) FEMA Regions as well as other DHS components.
Scope of Work
A new requirment requires a redundant system to the existing Speaker Bus Conference Bridge system.
Tasks
Tasks to be performed are as follows:
· Provide Speaker Bus Conference Bridge capabilities after EMP attack.
· Provide telephone support during normal business hours
Components of the system that are being requested:
· VCM Core Software License
· Analogue and Digital Static License (Per Port)
· G.711 Static VoIP License (Per Port)
· CG6060 Quad E1/T1 Card/120 OHM (DSP 3200)
· 1U Admin Console
· MS SQL SVR 2012 Standard, Embedded 3 Edition Core
· Windows 2012 Telco Server Embedded Edition
· Professional Services
· Analog Gateway
· iCMS Device License
Contractor Responsibilities
· Contractor is responsible for installing all software and making all configurations necessary for server to function out of the box. Contractor will also be responsible for testing system and making sure it functions exactly the same as our present server. The installation and testing will be conducted at the Contractor’s place of business.
