1. Geological Survey & Foundation Design
a. An on-site survey can be arranged to allow contractors the opportunity to examine the sites and the installation manual.
b. The contractor shall ensure completion of a geological survey report by a geotechnical engineering firm. The location of survey will be at the planned center of the Spira-Cone tower; at lat/long 42°24’44” N, 71°26’54” W (See Attachment A)
c. The contractor shall design a foundation based on the geological survey and the manufacturer’s specifications to be approved by the COR/TM.
d. It is the contactor’s responsibility to contact Dig Safe (811) and obtain any permits needed before any excavation, digging, trenching, or boring. The contractor is responsible for any cost and repair of any existing utilities, piping, wiring, equipment, or structure damaged during this construction.
2. Install 1(One) Spira-Cone 3002A Broadband HF Multi-Mode Antenna.
a. The contractor shall install the antenna foundations based on soil reports and available engineering plans provided by the manufacturer.
b. Concrete and rebar installation shall be poured and installed to the manufacturer’s specifications. Contractor to have concrete tested by an independent lab and results delivered electronically to the COR/TM.
c. The contractor shall install an external ground ring around the tower. The ring will be installed at a depth of 30” inches below the grade. The ring conductor wire will be #2 AWG copper ground wire. Ground rods will be installed at 16’ feet intervals throughout the ring (See Attachment C). All connections made below ground will be made using exothermic welding.
d. The newly installed antenna shall be grounded to the manufacturer’s standards throughout. In addition to the manufacturer’s standards, the anchor point will be grounded to the #2 AWG copper ground ring.
e. FEMA will supply 1 (one) complete Spira-Cone 3002A antenna assembly as sold by the manufacturer (See Attachment B). Parts list available in the documentation.

3. Install transmission line and conduit.
a. The newly installed conduit will follow the red line from the new antenna to the cable vault. (See Attachment A). The contractor shall supply and install two new transmission lines from the balun through the concrete cable vault to the bulkhead in the facility Radio room. (See Attachment E, F &G). The length of each of the transmission lines from the radio room bulkhead to the antenna is ~500' ft, each. Note: The cable vault is considered a confined space.
b. The contractor will trench, at least 36 inches below grade, from the base of the antenna to the wooden stakes marking the mouth of 2 empty PVC pipes near the concrete cable vault.
