About this file
The document is a Statement of Work (SOW) for a Wastewater Treatment Plant (WWTP) Demobilization project for temporary housing sites in Louisiana. The SOW details comprehensive requirements for decommissioning WWTP facilities in Houma and Cut Off, Louisiana, including specific instructions for electrical, plumbing, and mechanical components removal, cleaning, and packaging. Key tasks include removing and disposing of interconnecting equipment, chlorinating and cleaning tanks, disconnecting electrical systems, removing piping, and palletizing components for shipment to Selma, Alabama.
The related federal contract opportunity is a Request for Information (RFI) issued by the Federal Emergency Management Agency (FEMA) with Solicitation Number 70FBLA25Q00000016. The RFI seeks to assess potential contractors' capabilities for the WWTP demobilization service, with responses due by 10:00 AM CST on March 14, 2025. Interested vendors are asked to provide their ability to quote, response timeline, North American Industrial Classification System (NAICS) Code 237110, business name, Unique Entity Identifier (UEI), and business size. Respondents should submit non-proprietary information to jasmine.masterkatrak@fema.dhs.gov, with the understanding that the RFI does not guarantee a future contract.

STATEMENT OF WORK (SOW)
WASTEWATER TREATMENT PLANT DE-MOBILIZATION
FOR
TEMPORARY HOUSING SITES
March 11, 2025
Locations:
· Houma, Terrebonne Parish, Louisiana
· Cut Off, La Fourche Parish, Louisiana Some items may not be applicable to a facility.
Permits & Controlling Laws:
Only liquid meeting NPDES permit limits may be discharged from the site and must be discharged through the effluent pipe. All other materials must be removed and disposed of in accordance with local laws.
The Government (FEMA) is the discharge permit holder. The Contractor shall obtain new or provide necessary information to modify existing permits relating to removal, transport, and disposal of materials including sludge and partially treated sewage.
Notify LA DEQ prior to beginning demobilization. Obtain any necessary permits required to commence work. Upon completion notify LA DEQ and submit necessary items to terminate current NPDES discharge permit.
Where existing permits are in the name of FEMA, the contractor shall complete necessary applications. A FEMA representative will sign where legally required.
The contractor shall obtain all required construction and erosion & sediment control permits required for the work.
All permit fees required shall be paid by the Contractor. The contractor will be responsible for fines and providing support due to permit violations and subsequent enforcement actions.
Testing:
Prior to beginning disassembly, operate all pumps and blowers in hand mode to verify operation. Record Blower FLA and compare to motor nameplate values. Notify the Government if recorded values exceed nameplate or components fail to operate.
Decommissioning & Cleaning:
The on-site water source and electrical service may be utilized by the Contractor for their work in decommissioning and removing the WWTP.
Remove all material, liquid and solids, from the plant. This includes hardened sludge, grease, etc. from walls and clarifier weirs.
Once substantially clean, the tanks should be filled with chlorinated water. Add chlorine until a residual of between 50 and 100 ppm is achieved. Let set for 24 hours. If the residual has dropped to less than 10 ppm, add chlorine and repeat. After 24 hours with a residual greater than or equal to 10 ppm dispose of chlorinated water in accordance with local laws. Dechlorinate where necessary.
Clean water can be pumped into the weir or into chlorine contact for discharge provided the liquid meets NPDES permit limits. A small remainder of water will need to be pumped out of the bottom of the chlorine contact chamber.
Electrical Components:
Remove & dispose of interconnecting conduits & wiring.
Floats to remain installed.
Unistrut mounted to plant to remain.
Rigid conduit mounted to top of plant to remain.
Plug conduit holes in control panels, junction boxes with conduit knockout plugs.
Keep uni-strut control panel mounting frame intact.
Remove control panel mounting frame from concrete.
Remove & dispose of filter waste piping from top of plant.
Remove level sensor & package with flow transmitter; leave sensor mount conduit body.
Remove disconnects and/or distribution panels. The electrical service will be disconnected by Others upon completion of the Contractor’s work. As such, the main service disconnect/panel will remain.
Plumbing Components:
Remove & dispose of all influent and effluent connecting piping. Cut near grade.
Remove exterior air piping. Minimize disassembly of pipe & fittings to the extent possible such that whole piping assemblies can be stored inside the WWTP.
Leave skimmer and sludge return piping intact. Separate unions between aeration basin and clarifier.
Remove & dispose of equalization pumps. Store vertical pump piping from unions to pumps in EQ chamber.
Other Components:
Remove ladder & cage, store inside WWTP.
Remove handrails and store inside WWTP.
Remove blowers from shelves, remove blower shelves. Blower shelves can be stored inside plant as well.
Reinstall nuts, bolts, and washers in holes for future use.
Remove diffusers from air drop assemblies. Palletize for shipping.
Remove “Link Belt” plant interconnections, clean, palletize the Link Belt and the interconnecting pipe Remove and discard red air hose air lift piping. Replace when re deploying plant.
Tertiary Filter Remove and discard the filter medium.
Remove all material, liquid and solids, from the filter. This includes hardened sludge, grease, etc. from walls and weirs.
Once substantially clean, the filter should be filled with chlorinated water.
Discharge clear, chlorinated water from plant cleaning through the tertiary filter.
Disconnec.t and dispose of all connecting piping.
Disconnect the power feed from the filter. Install knockout in control panel conduit penetration.
The control panel can remain mounted to the filter.
The control wiring between the filter and panel can remain connected.
Remove filter from the stand if equipped and palletize both the stand and filter for shipping.
Rehabilitation:
Coat all components within the aeration basin and clarifier from and including top of the plant to 18” below normal water line. Coat all corners and edges throughout the plant. Coat with manufacturer’s original coating. The manufacturer’s original coating is Targuard coal tar epoxy manufactured by Sherwin Williams.
Inspection:
After cleaning and removing of all equipment, inspect all tank surfaces. Identify areas where remedial work such as rust removal, material replacement, or re-coating beyond what is specified herein is required. Note any damage, wear, or other irregularities to any removed and retained component.
Supply:
Provide the following components new and palletized similar to other demobilized plant components. Except where noted, provide the following equipment for each plant.
1. Two (2) replacement equalization pumps.
2. Three (3) replacement blower belts & air filters, one for each blower.
3. Two (2) replacement tertiary filter elements.
